The Opportunity:

We are seeking a highly experienced and knowledgeable Policy Task Lead to oversee and manage all policy-related aspects of our IT projects for the Department of Defense, with work locations at several sites in the metropolitan Washington, D.C. area. This position is responsible for developing, implementing, and maintaining policies that align with DoD regulations and best practices in IT governance. The ideal candidate will have a deep understanding of DoD policy frameworks, IT governance principles, and the ability to translate complex regulations into actionable guidelines.

The position is contingent upon award of the Office of the Department of Defense (DoD) Chief Information Officer (CIO) DCIO for Information Enterprise (IE) and Special Access Program Information Technology (SAP IT) Support Services Task Order.

The Policy Task Lead plays a crucial role in ensuring our IT projects align with DoD policies and regulations while maintaining operational efficiency. This position requires a policy expert with strong leadership skills, a comprehensive understanding of DoD IT policy landscape, and the ability to navigate complex regulatory environments. The successful candidate will be instrumental in shaping our organization's policy framework and ensuring compliance across all IT initiatives for the Department of Defense.

Responsibilities:

The Policy Task Lead's responsibilities will include, but not be limited to:
  • Lead the development, implementation, and maintenance of IT policies and procedures aligned with DoD requirements and industry best practices.
  • Oversee policy compliance across all IT projects and ensure adherence to DoD regulations and standards.
  • Collaborate with cross-functional teams to integrate policy considerations into project planning and execution.
  • Conduct regular policy reviews and updates to address evolving DoD requirements and technological advancements.
  • Provide expert guidance on policy interpretation and application to project teams and senior leadership.
  • Develop and deliver policy training programs to ensure staff understanding and compliance.
  • Liaise with DoD policy officials and participate in policy-related working groups and committees.
  • Assess the impact of new or changed DoD policies on current and future IT projects


Qualifications:

Required:
  • Must hold a current Top Secret clearance and be SCI eligible.
  • Bachelor's degree in public policy, Information Technology Management, or related field + 10 years relevant experience. Experience in lieu of education may be acceptable.
  • Minimum of 12 years of experience in IT policy development and management, with at least 6 years in a leadership role within a DoD or government contract environment.
  • In-depth knowledge of DoD IT policies, directives, and instructions.
  • Strong understanding of IT governance frameworks (e.g., COBIT, ITIL).
  • Excellent analytical and research skills with the ability to interpret complex policy documents.
  • Proven experience in policy development, implementation, and compliance monitoring.
  • Outstanding written and verbal communication skills.
  • Strong leadership and team management abilities.


Desired:
  • PhD in a relevant field such as Public Policy or Information Systems.
  • Certifications in IT governance or policy management (e.g., CGEIT, CIPP).
  • Experience with policy automation and management tools.
  • Knowledge of cybersecurity policies and their integration with IT governance.
  • Familiarity with emerging technologies and their policy implications (e.g., AI, cloud computing).
  • Published work or presentations on IT policy topics.
  • Experience in change management and organizational transformation

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
$99,800 - $219,600
