Summary

HII-Mission Technologies is seeking a skilled UFAC/HDBT Engineer to support the United States Forces Korea (USFK), Assistant Chief of Staff, J2 (ACofS, J2) JIOC-K in their mission to provide timely intelligence to Commander, USFK and Combined Forces Command, the combined battle staff, and war fighter component commanders! The UFAC/HDBT Engineer conducts specialized multi-INT analysis of underground facilities and hardened structures, monitors operations within subterranean environments, and assesses the functional defeat of support systems related to Hardened and Deeply Buried Targets (HDBT)/Target Systems. Transforms processed or exploited information into target intelligence products by analyzing and preparing outcomes that fulfill user requirements, such as HDBT facility characterizations, 3-D model development, kinetic and non-kinetic targeting solutions, and the databasing of HDBT Geospatial Intelligence (GMI). Furthermore, conducts research, authors, and presents HDBT findings to U.S. Forces Korea (USFK) leadership; supports reverse-engineering initiatives; and stays updated on HDBT-specific subjects and technical advancements within the U.S. Indo-Pacific Command (USINDOPACOM) area of responsibility. Possesses Combatant Command (COCOM)-level experience in ensuring quality control (QC) of HDBT target-related intelligence products, including characterizations, weaponeering, and database entries created by other analysts, federated work centers, and target enterprise components that support the organization.

What you will do

  • Conduct focused, tailored targeting materials analysis
  • Perform facility vulnerability characterizations in support of the USFK requirements including physical and engineering analysis, physical and functional characterization, and assessment of vulnerabilities of foreign HDBT facilities to include multi-dimensional modeling
  • Produce imagery and geospatial based target materials for the AOR IAW DoD policy, CJCS Manuals/Instructions, and combatant commander policies/standards for target material production
  • Adhere to polices to conduct Target Coordinate Mensuration (TCM) using direct, registration (controlled tie), multiple image geo-positioning (MIG), and resection (uncontrolled tie) techniques on a variety of target types requiring command directed NGA validated mensuration tools to support employment of precision guided munitions
  • Perform Target Coordinate Mensuration (TCM) on HDBT facilities using Government provided software to assist in developing actionable solutions to counter HDBT threats
  • Use all-source intelligence and engineering knowledge to build characterization models of threat HDBT facilities using Government provided software to identify vulnerabilities
  • Perform engineering analysis to fill in intelligence gaps to aid in building models
  • Using Government provided software tools such as underground Targeting and Analysis System (UTAS) and Integrated Munitions Effectiveness Assessment (IMEA), develop suggestions for actions to counter threat HDBT capabilities based on identified vulnerabilities
  • Develop recommendations to take advantage of adversary HDBT vulnerabilities, analyzing multiple approaches, including delay, interrupt, damage, and destroy
  • Coordinate with the Underground Facilities Analysis Center (UFAC) and other Intelligence Community elements on Hard and Deeply Buried Targets (HDBT) issues to facilitate information sharing, deconfliction, and response to requests for information
  • Coordinate with experts at the Defense Threat Reduction Agency (DTRA), UFAC, and other relevant organizations to verify characterization models and products meet the latest production standards and guidance
  • Conduct and assist with weaponeering solutions using approved tools and/or guides to achieve desired damage criteria
  • Assemble tactical level HDBT Facility Characterziations, GEOINT Chronologies, Physical Vulnerability Assessments, and Joint Target Intelligence Materials in support of achieving Commanders' intent and desired end states against adversarial Hardened and Deep Buried Targets
  • Perform targeting analysis to accomplish battle damage assessment (BDA), produce BDA
  • Provide recommended input to DoD and CJCS Manuals/Instructions, combatant command policies/SOPs, and standards for TM production
  • Prepare and present briefings to USFK leaders
  • Develop and present HDBT Training materials; conduct on-the job personnel training
  • Attend additional qualification training as needed
  • Additional duties as assigned or required

What we are looking for

  • 0 years experience with Bachelors in related field; or High School Diploma or equivalent and 4 years relevant experience
  • Able to surge support during 2 exercises per year
  • Clearance: Must possess and maintain a TS/SCI clearance, with the continued ability to obtain a Poly

  • Bachelors with 8 years of experience
  • Recent applicable experience within the last 2 years
  • Be previously certified by the National Geospatial-Intelligence Agency (NGA) for target mensuration (once contractor personnel arrive for duty, they may be required to attend additional qualification training)
  • Experience in converting processed or exploited information into target intelligence through analysis and preparation of products in support of user requirements (e.g., target system analysis, target folders, target lists, and targeting assessment)
  • Experience in conducting target analysis utilizing multi-INT sources in support of basic, intermediate, and advanced target development for both lethal/non-lethal Hardened and Deep Buried Target (HDBT) engagements
  • Experience in coordinating with external IC agencies, Targeting Enterprise production centers, and customers in producing HDBT products and assessments
  • Intelligence experience and/or operation support in Korea or other active theaters
  • Experience with the bi-lateral (ROK-US) Korean environment
  • Familiar with the Status of Forces Agreement (SOFA)

Physical Requirements

May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
