Position Overview:
Constellation West is seeking a skilled Data Engineer to support the Defense Intelligence Agency (DIA) on the Machine-Assisted Analytic Rapid-Repository System (MARS) program. The Data Engineer will lead critical data integration and interoperability initiatives across the Defense Intelligence Enterprise, the broader DoD, and international partner networks. This role is central to advancing the MARS mission through data orchestration, advanced analytics support, and infrastructure development across classified and unclassified environments.
Key Responsibilities:
Lead cross-agency data interoperability efforts in collaboration with the DIA’s Technology Center (TC), DoD organizations, and foreign mission partners.
Manage, analyze, and transform large and complex datasets to support mission-critical analytic and operational requirements.
Evaluate and recommend data integration opportunities across MARS and associated capability development initiatives.
Advise program teams on a wide range of Defense Intelligence Enterprise and IC data management issues, applying a blend of analytical, operational, and technical expertise.
Provide consultation and subject matter expertise on data engineering and analytics projects, ensuring optimal data availability and use.
Automate, orchestrate, and optimize data workflows across diverse environments, including hybrid cloud platforms supporting both classified and unclassified networks.
Design, build, and maintain secure, scalable data pipelines and storage infrastructure, enabling real-time and batch processing of structured and unstructured data.
Support MARS edge computing and cross domain solution (CDS) development, contributing to secure data access and transfer capabilities.
Manage complex data engineering tasks in agile development environments, leading or supporting multiple concurrent projects as assigned.
Required Qualifications:
Active TS/SCI clearance with CI Polygraph
Minimum five (5) years of experience in data engineering, software development, or a related technical field.
Bachelor’s degree in computer science, information technology, engineering, or a related discipline; additional four (4) years of experience may substitute for a degree.
Experience automating and orchestrating workloads across various data environments on cloud platforms supporting both classified and unclassified networks.
Demonstrated expertise in building and maintaining the infrastructure that stores and processes data, with a focus on data storage, transfer, and processing, ensuring data is readily available and secure.
Proficient in cloud data services (e.g., AWS, Azure), scripting (e.g., Python, Bash), and orchestration tools (e.g., Airflow, Jenkins).
Demonstrated experience with data pipeline development, ETL/ELT processes, and cloud-native data management.
Strong understanding of network segmentation, data governance, and cross-domain data transfer considerations.
Desired Qualifications:
AWS Certified Solutions Architect or equivalent certification.
Master’s degree in a technical field.
Experience working in IC or DoD environments, preferably supporting analytic or repository systems.
