MITRE's Army Program Division, part of MITRE National Security, is seeking a Department Chief Engineer (CE) for the Concepts to Capabilities (N213) department. N213 provides innovative methods addressing our sponsors most challenging problems by applying state-of-the-art engineering and scientific disciplines coupled with exquisite operational understanding to achieve multidomain capable forces. The Concepts to Capabilities department manages and oversees the activities of a wide range of sponsor projects that span the capability development pipeline from concept development to advancing technologies and prototypes for operational evaluation with our soldiers, inclusive of sustainment and the organic industrial base. Our work programs provide impact to Army operations across US and Joint capabilities to maintain land dominance during competition, crisis, and conflict. The N213 Chief Engineer role is critical to the success of the Army division, building competency across a diverse group of mission engineers, defense acquisition experts, operations research / system analysts, cybersecurity professionals, and communication systems engineers- all with a united passion and sense of mission to solve problems for our warfighters and a safer world. Our department leadership advises senior leaders and decision-makers across the national security enterprise on evidence-based analysis to broaden visibility and provoke thought leadership and action. Ideal candidates for the N213 CE position will have a strong operational focus and deep technical expertise across a broad range of disciplines. The department's primary locations are the McLean Campus and the Aberdeen, MD site, making it crucial for the CE to participate in regular in-person team and Sponsor engagements. This department directly supports Army Acquisition organizations at both headquarters and the Program Executive Office levels. The project portfolio consists of Army Acquisition ASA(ALT), G8, additional operational focused efforts at US Army Pacific, Europe/Africa, and Central, Army Futures Command HQ and Future Concepts Center, and Army Materiel Command and some foreign military sales efforts.

The N213 CE will collaborate with the Department Manager (DM), Project Leaders (PLs), other stakeholder DMs and CEs, and Army division leadership to ensure the execution of a high-impact, high-quality technical work program that achieves Sponsor mission-critical outcomes. The Department CE is expected to make significant technical contributions and provide thought leadership in one or more technical areas central to the department's work program. The CE will help develop and execute strategies that push technical boundaries for theater operations exercise and experimentation, non-kinetic effects, disruptive concepts development, and resource informed capability analysis across the department work programs and ensure the technical quality of the products delivered to our sponsors. Additionally, the CE will be expected to help develop and mentor the next generation of technical thought leaders.

Roles & Responsibilities:

The Department CE is responsible for delivering innovative, high-impact, and high-quality solutions to address our sponsor's critical mission challenges. The Department CE ensures these solutions exemplify MITRE's FFRDC Differentiated Value and Culture. They are accountable for the quality of department products and processes and lead assessments to track and ensure excellence in all technical aspects of department operations. The Department CE reports to the DM but also receives technical guidance from the Division Chief Engineer. Key duties include:
  • Tactical Non-Kinetic Effects: Increase Army lethality through layered, well-orchestrated, converged delivery of multi-domain effects through high fidelity Tactical Non-Kinetic Effects (TNKE) planning capabilities.
  • Experimentation and Prototyping: Identify theater opportunities to advance concepts and bring relative technology into advanced capability demonstrations to improve efficiency of executing theater functions (intel, fires, C2, etc.)
  • Integrated Battle Management: Perform analysis and articulate requirements associated with Integrated Battle Management, Airspace Coordination, and Electromagnetic Interference (EMI).
  • Manage Work Program Execution: Advise Project Leaders (PLs) on opportunities to better shape and align our technical work with the most critical sponsor priorities, maximizing our impact.
  • Sponsor Engagement: Engage directly with sponsors to shape the work and influence decisions through data-driven recommendations.
  • Project Planning and Execution: Assist PLs in developing executable plans and schedules for conducting the work, track status, manage risk, and ensure the quality and timeliness of the department's work products.
  • Laboratory Management: Manage laboratory capital investments and budgets, identify necessary software and tools critical to work program execution, and ensure their availability when needed.
  • Collaboration and Resource Leveraging: Build and leverage connections with MITRE Labs, Technology-Aligned Research Program Leads, and Cross-Cutting Priority Leads, bringing the full resources of MITRE to support work program execution. Influence IR&D investments critical to the department portfolio and act as a connector between PLs and these essential resources.
  • Support "Build Deep" Initiatives: Support the planning and execution of initiatives by leveraging technical and operational expertise in aligned areas.
  • Manage Technical Quality. Manage the Mission, Value Chain (MVC) process within the department working with the Army Division CE and other Army department CEs. Review all deliverables and be ultimately responsible for the technical quality of all products provided to the sponsor.
  • Technology Awareness. Work across MITRE enterprise and be aware of innovative technical solutions developed in the laboratories, Platforms, cross cutting initiatives that could be tailored and leveraged for Army applications.


Basic Qualifications:
  • Typically requires a minimum of 12 years of related experience with a Bachelor's degree; or 8 years and a Master's degree; or a PhD with 5 years' experience; or equivalent combination of related education and work experience
  • Demonstrated expertise in technologies critical to the department, including electronic warfare, software systems engineering, signal processing and fusion, data analytics, sensor systems engineering, and intelligence operations.
  • Proven track record of leading innovative and complex projects and teams.
  • Excellent program-solving, analytical, and communication skills.
  • Strong leadership and team management skills, with experience growing and managing technical teams.
  • Understanding of Army operations, organizational constructs, priorities, and missions, and how technology could be utilized to develop systems and processes to advance Army combat advantage.
  • Knowledge and experience in navigating the Department of Defense Acquisition processes.
  • Strong understanding of Systems Engineering, Digital Engineering and Mission Engineering.
  • Familiarity with the DoD intelligence community and intelligence systems.
  • Familiarity with intelligence workflows, target collection process, ISR (SIGINT, GEOINT etc.), PED, intelligence products and the kinetic/non-kinetic targeting process.
  • This position requires a significant presence on-site in either McLean or Aberdeen, with travel as needed between those two locations and meetings at Sponsor sites that include Aberdeen Proving Ground, Pentagon and Fort Belvoir and Fort Eustis VA.
  • Strong written and verbal communication skills.
  • Possess and maintain an active DoD Top Secret/SCI security clearance.
  • This position requires a minimum of 4 days a week on-site.


Preferred Qualifications:
  • Familiarity with N213 project portfolio organizations and sponsors.
  • Bachelor's Degrees in one of the following disciplines: Electrical Engineering, Computer Science, Computer Engineering, or Cyber
  • Deep understanding of Army doctrine, systems, and policies.
  • Mission knowledge of intelligence operations, the intelligence lifecycle, and intelligence systems.
