The SSM's responsibility is to provide technical expertise and direction for the development of plans, inspection methods, and security procedures used on US government sensitive projects, and ensure compliance, to prevent the implementation of clandestine devices into US Government facilities that house and/or process classified materials/discussions.

Required Training/Certifications: The SSM can be qualified with having completed both of the following:
Education Requirements: A Master's degree plus 3 years of recent SSM and/or CSS Leadership experience, OR; an Bachelor's degree plus 7 years of recent SSM and CST Leadership experience OR; 11 years of recent SSM and CST experience.

THIS POSITION IS FOR THE JIAC MOLESWORTH PROGRAM
Roles & Responsibilities of the SSM include, but are not limited to:
- Perform design review and feedback.
- Engagement with design engineers to develop construction opportunities with regards to understood security threats.
- Construction development feedback, influencing alternative design/construction solutions during field engineering.
- Security related expertise to the construction contractor and authority teams to develop facility completion.
- Train & assist on site Construction Surveillance Technicians (CST) & Cleared American Guards (CAG) with construction solutions, security developments, & document version control.
- Shall demonstrate an ongoing awareness and knowledge of and ability / processes to apply all applicable guidance and regulations related to performance in the UK while ensuring no delay or lapse in contract performance.
- Design development, the constructability of the design, and influence of design solutions with regards for security threats.
- Drafting Construction Site Security plans, Accreditation Support Plans, Transportation Security Plans, and Pre-Construction checklists.
- Operating XRAY machines and metal detectors and providing all health and safety documentation and certifications.
- Understands and can assess construction terminology, procedures and practices
- Understands and can assess industrial or government security requirements
- Can identify Improvised Explosive Devices (IEDs)
- Understands and can assess static security techniques and procedures
- Understands and can put into practice the interpretation of blueprints and technical specifications
- Understands and can put into practice construction security surveillance techniques
- Understands and can put into practice vehicle search techniques
- Understands and can put into practice personnel search techniques
- Understands and can assess security practices/procedures for various levels of security
- Reporting suspicious behaviour
- Working knowledge of construction safety
Qualifications:
- Active TS/SCI clearance
- Demonstrated experience with all aspects of ICD 705 construction and understands the inner workings of decisions & considerations at the AO and ICD 705 board level.
- Demonstrable extensive knowledge of the ICD-705 and applicable SCIF/SAPF standards.
- Demonstrable extensive experience in writing, reviewing, and/or implementing Construction Site Security Plans for ICD-705 Chapter 4 projects.
- Experience managing ICD-705 projects in Europe within the last 5 years.
- Experience managing ICD-705 project/s with 25 or more security staff members within the last 5 years.
- Recent experience with the evaluation of sound testing on ICD-705 projects.
- At minimum 7 years of recent DoD Construction Site Security Management experience
- Experience setting up ICD-705 projects in Europe, to include ACF, SCS, and SSA designs.
- Experience completing FFCs for ICD-705 Chapter 4 projects.
- Technical surveillance techniques and procedures.
- Foreign intelligence operations, counter-intelligence devices, & the associated security techniques.
- Technical facility systems as used in SCIF's.
Required Training/Certifications: The SSM can be qualified with having completed both of the following:
- SSM Certification course (20 hrs.) within the last 5 years.
- CST Certification course (40 hrs.) within the last 5 years.
Education Requirements: A Master's degree plus 3 years of recent SSM and/or CSS Leadership experience, OR; an Bachelor's degree plus 7 years of recent SSM and CST Leadership experience OR; 11 years of recent SSM and CST experience.
- Expertise in Technical Surveillance Countermeasures, PHOTO Intelligence (PHOTOINT), Imagery intelligence (IMINT) techniques and construction principles and devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.
- Expertise in technical surveillance techniques and procedures and knowledge of foreign intelligence and counterintelligence devices and techniques.
- Knowledge of technical/mechanical components/systems on Plumbing and Heating, Ventilation, Air Conditioning (HVAC)/Mechanical systems such as chillers, condensers, air ducts, pipe components in secure environments typically used in US SCIFs and associated Quality Assurance/Quality Control practices/systems and associated technical exploitation tactics.
- Experience/Knowledge with structural steel/ welds/fireproofing and associated QA/QC practices/systems and associated technical exploitation tactics
- Experience/Knowledge with foundations/footings such as concrete/reinforcement bar/caissons/footers/forms and associated QA/QC practices/systems and associated technical exploitation tactics
- Experience/Knowledge with electrical systems including distribution/power/low voltage installation/conduit, circuit breakers, etc. The CST applies his knowledge on how electrical systems come together towards the identification of any unauthorized material or clandestine devices during installation.
- Experience/Knowledge with telecommunication systems/wiring/splicing/patching/switching and how telecommunication wiring and devices provide a path for listening devices and potential power source for clandestine devices.
- Can produce written reports or document activities/processes, investigations/anomalies/deficiencies, incidents, etc.
- Can identify unauthorized materials
- Understands and can assess methods used to place technical penetrations or unauthorized materials
- Understands technical security devices, systems, and other monitoring devices
- Can report suspicious behavior
- Has a working knowledge of construction safety
Desired Experience/Training:
- Experience managing ICD-705 projects in the United Kingdom within the last 5 years.
- Physical Security Professional (PSP) or Certified Protection Professional certifications
- ODNI Special Security Officer certification
- ODNI SCIF training
- TEMPEST Training
