MEDICAL SUBJECT MATTER EXPERT
The oversight of the medical services tasks is achieved through the collaboration of the Medical Subject-Matter-Expert (SME) and the Contracting Officer's Representative (COR). Both positions are highly interdependent in achieving the goals of the medical tasks. As such, the SME must have strong teamwork skills to ensure effective collaboration. While the responsibilities of the SME and COR are distinct, they have a shared work responsibility to support each other and jointly provide oversight for the medical operations. They complement each other's efforts to ensure the services are being executed in compliance with all applicable regulations. Ultimately, SME and COR collaboration is essential to achieving the goals of the medical tasks.
As a technical liaison between the contractors and the COR, the SME plays a critical role. The SME is responsible for providing technical expertise validating contractor's performance by carefully measuring performance indicators, identifying any gaps, and making any recommendations for improvement. The SME works collaboratively with the COR, contractor, Contracting Officer (CO), and other stakeholders to identify improvement opportunities that align with the Department's goals and mission. The incumbent is fully responsible for accomplishing goals and objectives, coordinating work efforts with others, and resolving most conflicts that arise. The incumbent keeps the Contracting Officer and abreast of any situations that are controversial in nature or may have impact on the Department.
The SME ensures that the quality measurement activities of the medical contractor align with the Department's mission and comply with U.S. standards for primary, emergent, public health, dental health, and behavioral health care protocols. By monitoring contractor activities, the SME identifies opportunities for compliance that help to ensure that the Department's goals are met and that patients receive the highest quality of care under the medical tasks. The SME serves as the primary expert regarding the acceptability and quality of the contractor's work by validating the contractor's work through regular assessment using the Quality Assurance Surveillance Plan (QASP), COR inspection reports, and contractor SOPs. The SME also reviews, interprets, and applies medical guidance related to the contract operations, and interprets technical guidance relative to performance, utilization, operation, and maintenance functions, including reporting requirements. The SME is also responsible for staying abreast of current and future changes to U.S. regulatory guidance and medical improvements in patient care and ensuring contractor compliance.

RESPONSIBILITIES:
- The medical SME is responsible for conducting spot inspections of the medical services tasks to ensure that the contractor is meeting the established quality standards. This includes QASP activities in a qualitative basis and analyzing trends to identify any potential areas for improvement. The SME works collaboratively with the COR to develop and implement the QASP for the medical tasks and activities to ensure that they meet the established benchmarks. Through regular assessments with the COR, the SME provides recommendations for improving the quality of the contractor's services and serves as the primary expert regarding the acceptability of the contractor's work.
- The SME validates and verifies medical protocols outlined in the contractor's Quality Control plan. This includes ensuring that the techniques and practice parameters meet or exceed the national standards for patient care. The SME evaluates the contractor's medical services to determine whether they comply with the contract specifications, U.S. laws and regulations, and other requirements (e.g., local or Qatari Ministry of Health requirements.
- The SME collaborates with the Contractor to ensure that Health Care Professionals (HCPs) are following protocols that meet or exceed national standards for patient care in a primary and emergent care setting. This includes validating the contractor's medical protocols and analyzing trends to identify opportunities for improvement.
- The SME must effectively communicate with the contractor HCPs and other stakeholders to clearly and concisely articulate findings, provide recommendations, and provide feedback to the contractor on their performance.
- The SME is responsible for ensuring that the medical contractor complies with all relevant regulations, including the Health Insurance Portability Act (HIPAA) and Post-Occupational Safety and Health Administration (POSHO) standards. The SME identifies any potential compliance issues and works with the contractor to address them promptly. Effective communication and collaboration with the contractor, as well as other stakeholders, are essential to ensure compliance and promote patient safety.
- The SME is responsible for validating the quality of Public Health (PH) programs and activities to ensure compliance with the health industry standards. The SME is responsible analyzing PH inspection reports, identify gaps, and collaborate with the COR and the contractor in the development of PH quality standards that meet or exceed benchmarks.
- The SME is responsible for reviewing contractor dental QA plan to ensure that it meets U.S. standards for dental care, and for conducting spot checks inspections to ensure that the contractor is providing high-quality dental care to patients.
- The SME is responsible for monitoring lab performance by reviewing lab test results, turnaround times, and error rates. Also, for conducting spot check inspections of the contractor's lab to ensure they are following all applicable regulations and standards, including Clinical Laboratory Improvement Amendments (CLIA).
- The SME is responsible for monitoring to ensure the contractor has a documented process for controlled drug accountability, including procedures for ordering, receiving, storing, dispensing, and disposing of controlled substances in accordance with Controlled Substance Act and the Drug Enforcement Administration rules and regulations.
QUALIFICATIONS:
- Must have a minimum of five (5) years of full-time clinical experience within the past seven (7) years, post NP or PA family practice certification, with at least 75% of the time involved in direct primary care.
- Diploma from accredited Family Nurse Practitioner (FNP) or Physician Assistant (PA) program with a minimum of a master's degree in a health-related field from a school in the U.S. or Canada that was approved by a recognized U.S. accrediting body in the year of the applicant's graduation.
- Equivalent degree from a foreign school that provided educational and medical knowledge equivalent to accredited schools in the U.S.
