Qualifications
General Experience:
Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and
concepts of the occupational series and grade.
Specialized Experience:
Must have at least one year of specialized experiences at the GS-11 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have specialized experiences in personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements
Determination; Program Allocation and Control; and, Performance Improvement. Have a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing. Experienced in formulating personnel plans and programs; developing and implementing policies; and, executing procedures with follow-on evaluations and reassessments. Experienced in the allocation of civilian resources through execution and management of the applicable manpower documents and higher headquarters' manpower directives and requirements. Competent in processing organization change actions to activate, inactivate, redesignate, or reorganize structures. Experienced in conducting performance management and productivity programs; assessing and documenting organizational performance; and, advising on process improvement options, best practices, and how to recognize optimal performance. Skilled in maintaining sound appropriated and non-appropriated financial and corporate standards within established internal management controls.

As an HR SPEC (MILITARY), GS-0201-12, you will:
- Provide state level coordination of all military personnel programs, including but not limited to: enlistment, appointment, performance evaluation reports, promotions, officer and enlisted selective retention, discharges, separations, recruiting, retention, incentives, and training.
- Coordinate a statewide incentive program and serves as the focal point for all matters pertaining to the program. Works closely with the unit commanders and their representatives in the operation of the incentive program.
- Responsible for the management of the State ANG Retention Program for enlisted and officer personnel. Coordinates personnel policies, directives, and procedures to identify and eliminate ineffective procedures
- Serve as principal assistant to the Administrative Officer and in his/her absence ensures continuity of operations.
- Manage the state Officer Effectiveness Report Program. Provides information to staff personnel regarding trends and informs commanders of current policies and procedures.
- Manage the federal and state ANG Military Awards Program. Develops and implements program guidance.
- Assist in the investigation of and may represent the department on Congressional and other high-level inquiries. Drafts official replies to Congressional inquiries.
