The Red Gate Group is seeking an experienced and mission-driven Senior Program/Project Manager to support the Department of the Navy (DON). In this leadership role, you will supervise a multidisciplinary team of 7–10 subject matter experts in arms control, national security, international relations, and international law. Your mission: lead high-impact efforts to ensure DON’s compliance with international arms control agreements and advance global security through policy implementation, compliance assurance, and readiness planning.
This position directly supports arms control compliance and inspection readiness functions under DoD Directive 2060.1 and SECNAV Instruction 5710.23C, overseeing day-to-day strategic operations as well as specialized treaty and inspection support—such as Chemical Weapons Convention (CWC) Challenge Inspections (CIs), Open Skies Treaty implementation, and critical infrastructure assessments. As a Senior Program Manager, your leadership will be pivotal in ensuring the Navy’s readiness to respond to international compliance requirements at any time, anywhere.
Key Responsibilities:
Lead, supervise, and mentor a specialized team supporting treaty compliance programs across multiple mission sets, including arms control, international law, and national security policy.
Oversee planning and execution of programmatic support to DON treaty obligations such as the Chemical Weapons Convention, Treaty on Open Skies, and other multilateral agreements.
Manage CWC Challenge Inspection Readiness Program, including personnel coordination, training exercises, site support, and rapid response capability for worldwide DON installations.
Guide development and execution of multi-phased training products, CI exercises, and assist team operations, ensuring readiness and compliance for CWC and other arms control treaties.
Collaborate with Navy leadership, DoD stakeholders, and interagency partners to coordinate policy execution, inspection planning, after-action reporting, and compliance documentation.
Utilize tools such as the Navy’s C4I Suite (SharePoint-based platform) for inspection management, task tracking, and secure information exchange.
Deliver strategic insights and program updates to senior stakeholders, providing ongoing support for meetings, briefings, and governance activities.
Qualifications
Bachelor’s degree required; Master’s degree preferred in international relations, public policy, national security, or a related field.
10+ years of experience in program management within arms control, national security policy, or treaty compliance programs.
Demonstrated ability to lead diverse, high-performing teams in a fast-paced, mission-critical environment.
Deep understanding of arms control treaties, DoD policy directives, and international compliance frameworks.
Strong organizational, communication, and leadership skills, with experience managing high-visibility government programs.
Ability to travel domestically and internationally to support training events, inspections, and program operations.
