AMSG is seeking a Contract Lead with Nonproliferation Policy subject matter expertise to support the Department of Energy (DOE), National Nuclear Security Administration (NNSA), Office of Nonproliferation and Arms Control (N-24).

Location: Washington, D.C.
Clearance Requirements: Ability to obtain and maintain a Level Q clearance with DOE
Job Type: Full Time, onsite, and contingent upon contract award
Education: A legal degree is required, including Juris Doctor (JD), Master of Legal Studies (MLS), and/or Master of Laws (LLM) degree with either a specialization in environmental law or formal academic training in an environmental or science-related field.
Years of Experience: 15
Contract Lead, Nonproliferation Policy: A minimum of 15 combined years of experience in applied regulatory and policy analysis and program management for energy, environmental and national security projects.
Responsibilities:
The Contract Lead, Nonproliferation Policy will:
• Conduct regulatory and policy analysis in support of NA244.
• Advise office leadership on Nonproliferation and Climate Change program and project planning and implementation, providing expert policy advice regarding program plans and metrics.
• Assist with the development of policy recommendations, talking points, briefs, and related materials in support of senior management decisions.
• Review proposed U.S. nuclear technology export authorization applications under 10 CFR Part 810. Conducts consultation with U.S. nuclear companies and regularly presents regarding 10 CFR Part 810 licensing requirements and application procedures.
• Provide analysis of export control and multilateral non-proliferation policy efficacy and impact on the nuclear industry.
• Prepare papers and presentations for NA-24 use in the interagency and with multilateral partners.
• Represent NA-244 as requested in technical meetings and forums.
Other requirements:
• Ability to interact daily with the N-24 customer and NNSA organizations in a dynamic, fast-paced environment, including multi-tasking and prioritizing requirements;
• Excellent communication skills, both written and oral;
• Background in nonproliferation and arms control;
• Former Action Officer at DOE with knowledge of NNSA/ONAC is a definite plus;
May include travel requirements in support of the contract ~20%.
