ASRC Federal Highland Technology is currently seeking a Product Owner with strong technical background to join our Agile Release Train (ART) in support of the government's Natural Resource Conservation Services agency.

Summary: ASRC Federal Highland Technology is seeking a Product Owner with strong technical background to join an agile development team and contribute to the delivery of complex custom software in an enterprise class web application environment.

Responsibilities:
  • Focus on content and intent
    • Bring the vision to the team
    • Understand the what and why for each work item
    • Understand the domain and the business
    • Represent the voice of the customer to the dev team
    • Maintain a clear backlog with high quality stories and be decisive about its content
    • Lead decomposition, sizing and sequencing of work
    • Prioritize work by considering all applicable information
    • Coordinate and drive feature release decisions
  • Collaborate effectively
    • Build and maintain connections within and beyond the dev team
    • Coordinate work with other teams
    • Actively facilitate and participate in meetings and group chats
    • Communicate concisely and balance disagreements
    • Manage expectations and elicit feedback
    • Document the progress of the team's work in Jira and demo completed work
  • Improve and help others improve
    • Be available and accessible
    • Share ideas and experiences
    • Advocate for a high performing, positive culture
    • Constantly find meaningful opportunities to improve and act upon


Requirements:
  • Background in software
  • Strong analytical skills
  • Strong understanding of software development processes
  • Excellent communication skills
  • Proven ability to work collaboratively with a variety of teammates and stakeholders
  • Experience with feature decomposition, story writing and story splitting
  • Experience with user centered design techniques such as story mapping, journey mapping, empathy mapping, etc.
  • Solid understanding of Agile development methodologies

Successful candidate is subject to a background investigation by the government and must be able to meet the requirements to hold a position of public trust.

Desired Skills:
  • Familiarity with tools for facilitation, communication, and refinement of work like JIRA, Confluence or Miro
  • Experience with Application Lifecycle Management (ALM) tools such as JIRA
  • Knowledge and experience with Scaled Agile Framework (SAFe)
  • Experience communicating with a wide range of people at all levels of an organization including business sponsors and executives, architects, product managers, Scrum Masters, developers, QA engineers, etc.
  • Familiarity with integrating COTS and custom software as part of an enterprise software solution
  • Proficient in problem identification and root cause analysis


Education and Experience:
  • Bachelor's degree -- Computer Science or related preferred
  • 5 years of IT experience with at least 3 years experience as Product Owner
  • 9+ years of relevant work experience in lieu of a degree would be acceptable, especially if the experience is multi-functional (i.e., operations and development)
  • Product Owner certification preferred
