The Service Order Manager (SOM) will be responsible for the performance, coordination and serving of all Corrective Maintenance (CM) and assigned project work. The SOM will have full authority to act on all service order and project related matters on this task order. The SOM will have direct responsibility over the Service Order (SO) Program, Small Projects/In-House Project Program, Sub-Contractor Performance and Oversight, Project Scope Development Program, and obtaining quotes for government requested work. SOM must comply with the Site-Specific Safety Plan and Quality Control Plan.
The SOM will understand and be knowledgeable with NFPA and OSHA codes and standards along with knowledge of the National Electric Code (NEC), Environmental Protection Agency (EPA), The Joint Commission (TJC), American Association for Ambulatory Health Care (AAAHC), and Occupational Safety and Health Administration (OSHA). The SOM will also be responsible for applying the principles of the Project Management Body of Knowledge (SOMBOK) and its entire collection for processes, best practices, terminologies, and guidelines that are accepted as standards within the project management industry.
RESPONSIBILITIES AND DUTIES:
• Develop, Implement, and Manage Project Management Framework.
• Manage Project Initiating, Project Planning, Project Execution, Project Monitoring & Controlling, and Project Closing.
• Development of Customer Requirements into Project Scopes of Work
• Identify Stakeholders for Each Project
• Request For Proposal (RFP)/Request for Quote (RFQ) when Outsourcing Project
• Work with Subcontractors and Vendors to Receive Competitive Proposals and Quotes
• Work with Womack Army Medical Center, Valiant Corporate Office, and Army Corps of Engineers to have Project Approved.
• Coordinate and Schedule Pre-Construction Meetings with All Stakeholders Involved.
• Manage Project Execution and Maintain Effective Communication with the Customer Regarding Work Schedules and Services Delivered.
• Manage Project Tracker for Weekly Briefings to Womack Army Medical Center Leadership and Valiant Leadership.
• Manage Quality Control.
• Schedule Final Walkthroughs and Quality Assurance Walkthroughs with the Customer.
• Provide All Necessary Information for Project Closeout to Finance Department and File All Project Documents and Materials in a Learning Repository.
• Must have a Vision for the Service Order and Small Projects Program by Innovating Processes, Tools & Techniques, and Other Areas of The Program to Improve the Program.
• Evaluate and justify supplies, equipment and purchases as necessary.

SPECIFIC SITE REQUIREMENTS:
Service Order Manager (SOM) is responsible for:
• Develop Scope of Work (SOW). Planning, researching, and coordinating the requirement and project activities to ensure service order and project objectives are accomplished within the prescribed time frame and funding parameters by performing the following duties
• Request For Proposal/Quote (RFP/RFQ). Review project proposals and quotes in order to determine the project timeframe, funding limitations, and procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project
• Establish work plans and staffing requirement(s) for each phase of the project and arrange for recruitment and / or assignment of subcontract project personnel where applicable. Confer with sub contract project staff to outline work plans and assigned duties, responsibilities, and scope(s) of authority
• Pre-Construction Meeting. Lead preconstruction and project coordination meetings with stakeholders (end users) and FMD staff, various mid to high level government staff and contractors
• Competitive Bid. Develop market research for invitation(s) to bid (ITB) and then recommend to the COR and award contract(s) to the optimum bidder(s)
• Independent Contractor Estimates (ICE). Developing Independent Contractor Estimates (ICE) for the CORS comparative analysis of contractors’ proposals
• Negotiations. Conduct price negotiations with contractors prior to award
• Project Management. Direct and coordinate activities of project personnel to ensure projects progress on schedule and within prescribed budget
• Project Updates: Develop and maintain weekly requirements and project status reports for briefing the FM Staff and higher level government management
• Modifications. Modify project schedules, plans, and assigned personnel as required
• Monitor and Control. Discuss with project personnel to provide technical advice and resolve any issues throughout the project duration
• Approvals. Coordinate with applicable base authorities to ensure proper/required permitting and documentation is provided for approval prior to execution of work
• Technical Expertise. Provide technical guidance to assist Facilities Management Department and upper level staff for construction and facilities management related activities
• Closeout. Provide proper closeout procedures by scheduling final walkthroughs and completing punch list items. Also, receive O&M Manuals, Submittals, etc. before closeout.
The SOM is required to be onsite during normal duty hours (currently Monday-Friday, 0730 to 1600). After normal duty hours, the SOM or alternate is required to respond to the MTF for situations requiring their presence on-site within (1) one hour. The SOM or alternate shall also be reachable, by the Facility Management staff, on their company cell phone during normal duty hours and after normal duty hours, on a 24/7/365 basis. Whenever the SOM or alternate is contacted regarding an emergency situation, the SOM or alternate shall immediately provide guidance to contractor personnel and then contact the COR and FM.
SOM Absence. The SOM will be required to notify the COR and KO, in writing, at least two (2) weeks in advance of an impending departure, or within one (1) calendar day after an immediate departure, of any key personnel during the performance of the task order. The SOM shall provide the name of the interim personnel who shall be performing SOM duties and responsibilities during the absence. Any proposed interim personnel shall meet all respective key personnel requirements, including being on-site during required normal duty hours.
SOM Qualifications and Experience.
The Service Order Manager shall be technically qualified in the field of Healthcare Facilities Management and Construction and shall have five (5) years of experience in health care construction, renovation, and maintenance and repair project management in a hospital environment, including the supervisory experience over a diversified workforce. The SOM shall be familiar with the various codes and standards applicable to the O&M tasks covered by the performance work statement, NFPA, EPA, and Occupational Safety and Health Administration (OSHA) codes and standards and TJC for hospital accreditations. A Project Management Institute (SOMI) Project Management Professional (SOMP) certification for the SOM is required. The SOM and alternate shall be able to read, write, speak, and understand English. The SOM should possess advanced knowledge and understanding of all aspects of medical facility repair, construction and facilities management to include the following disciplines: mechanical, electrical, plumbing, communications, security systems, and landscaping. The SOM should also have experience in the federal government design and construction management policies and procedures to include: DoD MTF design standards, bid preparation, bid solicitation, bid evaluation and selection, award, inspection, acceptance and project close-out.
QUALIFICATIONS:
• Minimum five (5) years of experience in health care construction, renovation, and maintenance and repair project management in a hospital environment, including the supervisory experience over a diversified workforce.
• Working experience with NFPA, EPA, TJC, OSHA codes and standards
• Project Management Professional (SOMP) Certification
• Experienced in using Microsoft Word, Microsoft PowerPoint, Microsoft Project and Microsoft Excel.
• Excellent communication skills and a sense of urgency to meet deadlines.
• Strong ability to plan, organize and direct associates to meet goals and objectives.
• An active leader regarding client communicate and Valiant programs and services related to the contract.
• Demonstrated experience in motivating and developing a team.
• The SOM must be able to read, write, speak, and understand English, and preferably be proficient in the use of the Facility Module of the Defense Medical Logistics Support System (DMLSS-FM), or capable of being trained within six months of hire.
