Northrop Grumman, Defense Systems, Strategic and Mobile Command and Control Operating Unit has opportunities for Program Manager 2 positions for multiple programs. These individuals will report into the Strategic and Nuclear Command and Control Business Area Manager. The Program Manager(s) will ensure that all software systems engineering, business management, mission assurance, staffing, and supply chain activities are executed to meet program requirements for cost, schedule, and technical performance. The individual should be experienced in all aspects of the software systems engineering process utilizing an Agile DevSecOps approach. The ability to lead diverse teams and a strong leadership background is required. This role requires a strong customer relationship and the ability to communicate well at executive levels.
The Program manager is responsible for planning, leading, organizing, and motivating Agile teams to achieve a high level of performance and quality in delivering agile software that provide exceptional value to users. The PM may be responsible for managing several concurrent high visibility actions using Agile methods in a fast-paced environment.
Program managers are responsible for coordination and management of all phases of execution, from inception (proposal development) through completion (contract closeout). Primary responsibilities will include but are not limited to:

Salary Range: $135,100.00 - $202,700.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

- Lead and manage software development and delivery on large, complex software applications consisting of multiple Agile Teams. Software deliveries will often require integration with other applications developed and maintained by other Contractors.
- Establish, maintain, and expand strong customer relationships via face-to-face meetings, informal tag-ups, and open communication
- Ensure successful management and execution of their program(s) including cost, schedule, and performance
- Cultivate a culture of individual and program continuous improvement
- Focus on the timely delivery of working software
- Prepare and deliver contract deliverables and progress reports
- Manage complex risks/issues and develop risk mitigation and corrective action plans
- Adherence to all NG internal processes for program management
- Development and delivery of presentations to customers, management, and other program stakeholders
- Knowledge and execution of a variety of proposal and contract types (FFP, CPFF, T&M)
- Proposal development / capture planning and growth strategy
- Negotiation and establishment of schedule milestones, payment, and other key contract terms and conditions.
Basic Qualifications:
- BS degree in a technical discipline (equivalent experience may be considered) with 7+ years of experience managing programs and leading successful complex programs in a high-tech development environment with multi-function teams.
- Minimum of 5+ years of experience successfully managing programs implementing software applications using Agile methodologies.
- Experience overseeing multi-functional teams with at least 5-9 team members each
- Experience leading projects utilizing Agile/DevSecOps methods and tools; software development with continuous integration/continuous delivery and automated test frameworks.
- Demonstrated success aligning teams, organizations, or employee resource groups to achieve a common goal.
- Experience managing communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored, and retrieved in a manner that effectively meets program and stakeholder needs.
- The ability to address program uncertainty through an organized and analytical forward-looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities throughout the lifecycle of the program.
- The ability to plan for, identify, estimate, cost, acquire, schedule, and retire resources needed to satisfy program requirements within organizational constraints.
- The ability to apply knowledge, insights and understanding of business and financial concepts, tools, and processes to the benefit of program decisions, actions, and performance.
- Demonstrated success with cultivating customer intimacy and confidence, preferably with the AFNWC NCC customers
- Must possess a Top-Secret clearance based on a Special Background Investigation and be eligible for Sensitive Compartmented Information (SCI)
