Position Overview

QinetiQ US is seeking an International Cooperation Subject Matter Expert to support a technical project engaged in international partnerships with Australia and the United Kingdom under AUKUS agreement. The highly motivated candidate will provide leadership and guidance through knowledge, experience, and their ability to effectively manage and oversee current and emerging Research, Development and Technology projects. The candidate will help identify critical warfighter needs, initiate new projects, and provide program management and technical expertise in the areas of long range fires and kill chains to deliver impactful capability to the warfighter quickly.

The System Engineering, Technical and Administrative (SETA)'s primary responsibilities are to guide and support multiple programs through development and expansion with interntional partners. Responsibilities will include program management, engagement with Program Executive Office (PEO) and Combatant Command (COCOM) partners. Additionally, this will include leading international cooperation and program agreements between the US, Australia and the United Kingdon. . This position will also lead program engagements with multiple Services to foster program integration and operationalization.

Responsibilities

  • Provide subject matter expertise in the areas of international agreements/contracts and project arrangements as they pertain to RDT&E and protoyping efforts
  • Interact with Service or Defense Agency Program Offices and other OSD offices in developing project agreements to support a specific Long Range Fires program
  • Provide advise, recommendation and draft documents on the following items:
    • Bilateral Security Agreements
    • Project Arrangements
    • Industrial Security Agreements
    • Export Authorizations
    • Manufacturing License Agreements
    • Procurement contracts awarded to Foreign Contractors
  • Provide routine administrative support to an RDT&E Program Manager including but not limited to scheduling industry days, coordinating with vendors to develop performance work statements, concept of operations, integrated master schedules etc. as it pertains the international cooperation agreements
  • Provides critical support in multi-disciplinary, multi-agency integrated product team of professional acquisition personnel across multiple sites nationwide, provide subject matter expertise in the areas of kill chains, C2 and data links as they relate to long range fires and kinetic fires
  • Leads development of acquisition products and materials in support of transition and transition partner Milestone Decision Authority gates and in support of Project Agreements and procurement
  • Oversee collaborative development of requirements and programmatic documents (MOUs, SOWs, Project Outlines, etc.)
  • Familar with AUKUS Pillar 1 and 2, International Cooperation law and policy
  • Special projects as desired


Required Qualifications

  • TS/SCI-Eligible - Currently hold an active TS/SCI or have held an SCI and have been debriefed in the last 24 months; #qinetiqclearedjob
  • Bachelors in Engineering, Physics, Statistics, Computer Science or Science
  • Minimum of 15 years of program management, operational, and analytical experience
  • Proficient in program management, systems engineering, and an in-depth knowledge of one or more of the following: (1) Long range fires; (2) Long range weapon kill chains; (3) Communications, networking, inter-networking in communications denied environments;
  • Proficient in MS PowerPoint, excel and/or other equivalent program management tools.
  • Excellent communication skills, ability to work in a team environment, and be independently motivated.
  • Travel up to 25% of the time to CONUS and OCONUS locations (Alaska, Hawaii, UK and EUROPE)

Preferred Qualifications

  • Acquisition or government program management experience highly desired
  • Experience in Special Access Programs (SAPs)
  • Master's degree
