Position Summary / Objective:
KMS Solutions is seeking an experienced analyst to provide acquisition support to the Undersea Special Mission Systems program office (PMS 390) located at the Washington Navy Yard in Washington, DC. PMS 390's mission includes: Assessment/Underwater Work System (AUWS), Submarine Rescue System-Rescue Capable System (SRS-RCS), and the Submarine Rescue System-Submarine Decompression System (SRS-SDS). They are also responsible for the coordination of R&D initiatives, acquisition, test and evaluation, in-service support, and recommends certification of Dry Deck Shelter (DDS) and Special Operations Forces (SOF) Host Submarine (HOSUB) Systems. This includes responsibility for future SOF Undersea Mobility Systems and technical support for all matters pertaining to SOF Undersea Mobility; and other projects as directed. This position specifically supports the Next Generation Dry Deck Shelter group within the Special Operations Forces branch.

- Major Program Acquisition support for design, development and delivery of the Next Generation DDS.
- Serve as subject matter expert pertaining to development of acquisition documentation such as the acquisition strategy and, procurement package, while providing quality assurance and support for acquisition related processes and ensuring program requirements identified on DoD Directive 5000.01 are met.
- Support in execution of all phases of government contracting from Pre-Award, Award, to Post-Award.
- Data collection, analysis, documentation management, and administrative functions associated with Major Program acquisition requirements.
- Knowledge of requirements development, CONOPs, product support strategy, test strategy, drafting and/or reviewing contracts, proposal/bid assessment, contract award, execution and cost/schedule analysis, and managing the development / review / organization of Contract Data Requirements List (CDRL) deliveries.
- Interface with industry and government representatives such as NAVSEA/PEO Acquisition Professionals, SOCOM and WARCOM stakeholders, NAVSEA stakeholders, and DDS and HOSUB Planning Yards.
- Performs other related duties as assigned.
- Support and accompany PMS390 clients in ADHOC meetings, often requiring travel or in office support.
Required education and experience:
- Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
- At least 10 years of federal government procurement/acquisition experience
- Knowledge of Department of Defense and associated acquisition processes.
Preferred education and experience:
- Knowledge of Deep Submergence Systems Scope of Certification
- Familiarity with Department of Navy and NAVSEA
- DAU Program Management Advanced desired
- Program/project management experience
- Navy Program Office experience
- Experience with creating and routing Purchase Requests (PRs), and authoring Statements of Work (SOW)
