Position Summary / Objective:
KMS Solutions, LLC is seeking a highly motivated individual to serve as an Acquisition Program Analyst to provide acquisition support to the U.S. Navy Team Submarine organization at the Washington Navy Yard in Washington, DC. You will provide direct support to the Undersea Defensive Warfare Systems Program Office (PMS 415) for Navy counter-measure defense systems that include the Acoustic Device Countermeasures (ADCs) that are part of the Navy's Next-Generation Countermeasure (NGCM) program. We are seeking a candidate to join our team and help provide the U.S. Navy with cutting edge undersea warfare technology in the development and procurement of high technology weapons and defensive systems.

The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. Attendance at prescheduled mandatory meetings is required. Must be available during the core work hours as determined by your contract/location and must account for the required number of hours in a pay period to maintain Full-time status.

- Facilitate discussions and communications among stakeholders on program status and goals to improve alignment of program achievements with acquisition DoD processes.
- Participate in and support internal and external meetings and briefings. The Contractor shall interface between Program Office and various stakeholders and respond to internal and external inquiries.
- Work independently and energetically in researching various Acquisition Topics and Documentation, DoD 5000, SECNAV 5000, and Milestone Requirements for various ACAT II, III and Service-level programs.
- Work across PEO Staff and Program Office Branches; evaluate project schedules, procurement profiles, summarize relevant information, and brief government clients. Apply understanding of agencies' mission, organizational interrelationships and priorities and consider the resource implications of decisions.
- Assist PMS 415 personnel with implementation of business processes; includes contributing to and preparing program/project management documentation, participating in long-range planning activities, establishing tasking priority/tracking, and metric development.
Required education and experience:
- Five (5) years of experience in DoD product, project, or program management.
- Experience working with the DoD acquisition programs and processes.
- Excellent communications and analytical skills; able to meet program officials and develop and implement actions needed to meet program milestones.
- Experience briefing senior leaders (O-6/GS-15 and above).
- Knowledge and understanding of DoD contracts, appropriations and budgeting, especially as used in defense acquisition programs.
- Bachelor's degree in a technical field (engineering, physics, etc.).
Preferred education and experience:
- Ten (10) years of experience in DoD product, project, or program management.
- Navy weapons or countermeasures experience (operations, acquisition, technical. Logistics, etc.).
- Experience supporting the US Navy or active-duty Navy experience is preferred.
Competencies:
- Must have excellent client interface skills.
- Must work individually and as part of a team.
- Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, Outlook, and Teams.
- Strong analytical and problem-solving skills.
- Excellent communication and interpersonal abilities.
- Must have good verbal and written communication skills.
- Must be highly reliable and demonstrate personal initiative.
