ECS is seeking a .Net Developer to work remotely .
ECS is seeking a highly qualified SW Developer to work remote, at Fairfax, VA or Montgomery, AL. The selected candidate will be part of the Integrated Budget Documentation and Execution System (IDECS) multi-disciplinary team. This role is primarily responsible for IDECS SailPoint integration and implementation, but will also contribute to not only the maintenance of the application and its hosting environment but also working with other contract teams and the USAF government program management office personnel (AFLCMC) to ensure the maintainability, usability, and compliance of the application that is used to process the US Air and Space Force's budget justifications Duties include but are not limited to programming, testing and support of a web-based application developed to support the budget documentation. The candidate will work with peers to perform, program efforts, design, and develop any new IDECS components to meet product specifications and participate with scheduling work using the AF Agile development process. They will help analyze software requirements and operational feasibility based on time, cost constraints and industry best practices. These duties also include writing and updating technical documentation such as interface design descriptions, user manuals, system documentation, and training materials but also extend to providing Tier 3 end user support, collaborate with product release deployments.
The qualified candidate will have solid NET programming language coding experience; will have experience working with a SW Development team, experience with STIG compliance, and SDLC.
Salary Range: $90,000 - $135,000

- Must possess one of the following DoD 8570 IASAE Level II Certification (CASP+ CE, or CISSP, or CSSLP) or must obtain within 6 months of hire
- Must be U.S. Citizen with SECRET clearance (Tier 3 NACLC/ANACI)
- Effective Customer Service and management skills/capabilities, including a demonstrated ability to work cross-functionally (internally) and/or externally.
Salary Range: $90,000 - $135,000
Required Skills
- Technical design and development of all aspects of the project.
- Bachelor's degree in computer science, software engineering, physics, mathematics or electronics or equivalent background and experience.
- Project/Program management experience
- 8+ years of experience with the following software development application/tools: Microsoft Visual Studio, Atlassian tool suite, Git, Programming Languages: C#, HTML, XML, JavaScript, Restful Web Services.
- Experience working with MS SQL Server databases and have ability to design, build and modify SQL queries, stored procedures, triggers, views, tables, and jobs and additionally could tune the SQL Server instance for performance and STIG compliance.
- Experience with Agile Software Development Lifecycle (SDLC).
- Experience with STIG compliance for web applications.
- • Proven skills for writing code in the above languages, testing software designs, integrating code in current architecture, monitoring system performance, and recommending system re-designs complete with accurate estimates.
- Strong working knowledge of industry standards and best practices for software design, programming, testing, and security.

- SCRUM Master Duties
- Maintain Project Schedule using MS Project
- Ensure the IDECS applications are functional, on-line, and available for use by the Government to the maximum extent possible.
- Work with PM to gather requirements from client / stakeholder
- Participate in multi-functional area workgroups that develop recommendations for system architecture, software upgrades and system development.
- Troubleshoot infrastructure functionality and performance issues including interfaces to databases and web applications and hosting environment
- Maintain access to all areas and zones required to perform tasks
- Previous experience with Client/Stakeholder interaction.
- A passion for solving problems and assisting stakeholders in determining the best path to success.
- Experience in Azure hosting environments with CI/CD process automation.
- Experience with DevSecOps process.
