Location: EOUSA/SEMS offices at 3 Constitution Building (3 CON), Washington, D.C., or Columbia, SC.
Salary: $80,000-90,000
Job Summary:
The Lead Personnel Security Specialist is responsible for managing and overseeing personnel security operations for the Executive Office for United States Attorneys (EOUSA) and 94 United States Attorneys' Offices (USAOs), supporting a workforce of approximately 13,000 employees, students, and contractors. This key position ensures compliance with National Security Information (NSI) and Public Trust Investigation requirements, supervises the review and adjudication of background investigations, and manages personnel security databases. The role involves drafting security-related correspondence, analyzing investigative findings, and providing recommendations for employment suitability and security clearance determinations. With expertise in personnel security policies and procedures, the Lead Personnel Security Specialist plays a critical role in safeguarding sensitive information and maintaining the integrity of the Department of Justice's operations.
Responsibilities/Duties:
  1. Personnel Security Management:
    • Oversee personnel security support for EOUSA and 94 USAOs, encompassing approximately 13,000 employees, students, and contractors.
    • Ensure compliance with National Security Information (NSI) and Public Trust Investigation requirements.
  2. Security Package Review:
    • Receive, review, and assemble detailed security packages for federal personnel security specialists to determine suitability and fitness for employment.
    • Assist with security clearance requests, contractor waivers, and resolving eAPP issues.
  3. Background Investigations:
    • Monitor, track, review, analyze, and adjudicate completed background investigations conducted by OPM, FBI, and other federal agencies.
    • Evaluate favorable and derogatory information and prepare recommendations for approval, disapproval, or further investigation.
  4. Adjudication Support:
    • Draft correspondence such as Letters of Interrogatory, Adjudicative Worksheets, Notice of Proposed Actions, and Summary Worksheets for second-level review.
    • Assist federal personnel security specialists in adjudicating background investigations for suitability and fitness for employment.
  5. Database Management:
    • Manage personnel security databases such as JSTARS, ensuring timely and accurate updates, including adding new cases, clearance information, and removing personnel no longer working for EOUSA or USAOs.
  6. Reporting and Documentation:
    • Prepare written reports based on personnel security data, investigative materials, and findings.
    • Maintain files and records to support routine and special reports and analyses of personnel security activities.
  7. Communication and Coordination:
    • Demonstrate strong oral and written communication skills to discuss analyses and prepare recommendations.
    • Collaborate with internal and external stakeholders to resolve personnel security issues.
  8. Training and Guidance:
    • Provide guidance and administrative support to personnel security specialists.
    • Assist in special projects and other personnel security duties as requested.
Skills and Competencies:
  • Expertise in personnel security policies, procedures, and investigative requirements.
  • Strong analytical and problem-solving skills.
  • Proficiency in managing security databases and interpreting data from systems such as PIPS/CVS and NCIC.
  • Excellent communication and interpersonal skills for coordination and reporting.
Qualifications:
  • Extensive experience in personnel security involving National Security Information Background and Public Trust Investigation requirements.
  • Proven ability to implement complex and evolving personnel security background investigation requirements
Education/Certifications:
  • Bachelor's degree with 10 years of relevant personnel security experience OR 15 years of relevant experience without a degree.
