ManTech seeks a motivated, career and customer-oriented Policy and Planning Specialist to join our team remotely.
In this role you will analyze federal civilian executive branch, OMB, and DHS information security laws, regulations, and policy guidelines and provides technical support in the review, analysis, and development of processes, policy, doctrine, directives, concepts of operation, and implementation plans for the DHS NOSC.

In this role you will analyze federal civilian executive branch, OMB, and DHS information security laws, regulations, and policy guidelines and provides technical support in the review, analysis, and development of processes, policy, doctrine, directives, concepts of operation, and implementation plans for the DHS NOSC.
Responsibilities include, but are not limited to:
- Review and analyze current program operations, processes data and systems and identification of laws, regulations, and policy guidelines ensuring operations and activities are in compliance with those that are existing; for new and changing laws, regulations, policies, collaborate with key stakeholders to develop strategy and roadmap to comply, identifying and tracking risks and challenges for implementation
- Align services and processes to ITIL4 and the NIST Cyber Security Framework
- Collaborating with cross-functional teams and project stakeholders to analyze and define business processes, develop cost/benefit analyses, and collaborate with stakeholders to define and document requirements.
- Conduct data analysis and provide recommendations based on analysis; create financial models and perform data analytics to assess current business activities.
- Monitor and analyze network and cloud performance metrics and operations to identify potential risks or challenges that may impact compliance; provide recommendations for optimization, and propose strategies to minimize, avoid, or address the potential or realized compliance impacts
- Assist and support as necessary with project plans, timelines, and other project documents to ensure compliance
Minimum Qualifications:
- Bachelor's Degree in Information Security, Computer Science, Business Management, Data Analytics or related field
- 3+ years of experience in project management, data analytics, and financial modeling
- Understanding of ITIL4 principles
- Proficiency with Microsoft Office Suite, i.e., Word, Excel, PowerPoint, Teams, and SharePoint
Preferred Qualifications:
- FinOps Certification
- PMO experience
- Previous Network Operations Center (NOC) or IT Operations experience
- One of the following certifications: Certified Business Analysis Professional (CBAP), Project Management Professional (PMP), Agile Certified Practitioner (PMI-ACP), Certified Data Management Pr5ofessional (CDMP), Six Sigma Certification, ITILv4
- ServiceNow Certification
Clearance Requirements:
- Must be a US Citizen with the ability to obtain and maintain a Secret clearance.
- The ability to obtain and maintain a DHS EOD suitability is required prior to starting this position.
Physical Requirements:
- Must be able to remain in a stationary position 50%
- Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer
- The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
