Epsilon Systems has a current job opening for a full time Estimator III in Portsmouth, VA.

Summary: Responsible for Requests for Proposal (RFPs) on a Task Order level, and other Specification/Work Item reviews; material and labor cost analysis and estimations for complex proposal efforts. Interacts with vendors and company personnel to collect data for proposals to include outside services and subcontracting. Interfaces with auditors during price audits. Summarizes cost and price estimates for presentations to management. Works independently and provides work leadership for lower level employees as needed.

Duties and Responsibilities:

  • Planning and Estimating Ship Alterations, Repair or Fleet Modernization projects.
  • Reviews RFPs, work specifications, and applicable reference materials to ensure a complete and accurate understanding of work scope requirements.
  • Reviews drawing packages, LARs, engineering plans, and specifications to determine a complete Project cost estimate in response to an RFP for AIT Modernization Projects. This includes labor categories and associated manhours, material (including consumables and incidentals), outside services, subcontracting specialized services, and fabrication.
  • Ensures estimates are completed in accordance with internal planning milestones established to allow for orderly reviews, briefings and preparation of all necessary documents for bid submissions.
  • Considers all specified references including applicable NAVSEA Standard Items in the formulation of estimates.
  • Develops Work Breakdown Structure and POAM to support Project Cost Estimate as required to be in compliance with RFP instructions to offerors and references.
  • Responsible for material and labor cost analyses and estimations for proposal efforts.
  • Performs a wide variety of complex planning activities required to attain awarded projects and to meet production objectives.
  • Makes site visits to ensure the full scope of the project is understood before estimating subcontractor, labor and material requirements.
  • Liaison with other personnel to fully understand requirements and formulate estimates.
  • Estimates or determines material costs via vendors or other references.
  • Assesses cost effectiveness of products, projects or services, tracking actual costs relative to bids as the project develops.
  • Reviews material and labor requirements to decide whether it is more cost-effective to produce or purchase components.
  • Proficient in developing estimate and project plan from Microsoft Project.
  • Builds bill of materials (BOM).
  • Receives and controls government drawings.

Requirements:

  • High school diploma or GED equivalent.
  • Six (6) years' job experience in performing detailed ship checks, planning and estimating Spec Items, and Alteration Installation Team (AIT)/Ship Change Documentation (SCD) Installations.
  • Comprehensive understanding of NAVSEA Standard Items.
  • Highly proficient in development and updating of Plan of Actions and Milestones (POA&Ms), utilizing MS Project, NAVSEA 9090-310, 009-60 requirements and formats.
  • Direct experience with US Navy Shipboard Hull, Mechanical & Electrical; Combat Systems and Auxiliary Systems
  • Must have working knowledge of design techniques, tools, and principals involved in production of precision technical plans, blueprints, drawings, and models to extract material requirements.
  • Pursuant to the various government contractual requirements, all applicants must be U.S. Citizens
  • Excellent oral and written communication skills
  • Experience working with US Navy and other DoD Technical Communities and Clients
  • Ability to work independently and execute multiple assigned tasks simultaneously
  • Highly proficient knowledge of Microsoft Project and Microsoft Office Suite (Word, Excel, Project, PowerPoint, Outlook)
  • Must have or have the ability to obtain SECRET clearance
  • Must have the ability to obtain and maintain base and shipyard access / security credentials
  • Occasional travel may be required within and outside of the continental United States
