Capture Manager Responsibilities:
• Lead, develop, coordinate, and execute capture strategies to drive portfolio growth within the Defense Intelligence Enterprise
• Lead/coordinate capture efforts including but not restricted to drafting white papers and RFI responses, gathering competitive intelligence, developing teaming and staffing strategies, driving solutioning efforts, identifying and coordinating required investments, personnel and other resources, and developing strengths and win strategies.
• Research and analyze customer trends, procurement requirements, market drivers, and competition to distill strategies and observations into presentable analyses, recommendations, strategies, and plans
• Identify options and conduct analysis of alternatives to determine the best fit
• Tailor corporate service areas, service catalog offerings and approaches to meet customer requirements
• Craft effective and convincing presentations for internal teams, corporate leadership engineering reviews, customer leadership, and industry colleagues
• Stay abreast of evolving technology and methodologies and complementary vendors to craft desirable solutions for customers
• Nurture strong relationships with customers
• Coordinate and support development of basis of estimate, Price-to-Compete, Price-to-Win, Pricing and other analyses and artifacts
• Conduct competitive analyses and Black Hats
• Develop and maintain strong partnering relationships with industry members
• Identify, qualify, track, and manage assigned opportunities through proposal submission / ramp-up of new contracts, to include lessons learned, using pipeline management tool
• Track and assess impact of industry/market dynamics on programs
• Participate in Industry events such as major conferences and symposiums and Industry Days
• Lead /mentor other staff on capture and solutioning processes and approaches.
Required Qualifications:
Active or recent TS, preferably with SCI - must be able to maintain a clearance
Working Knowledge of NGA is a must
Direct and broad experience leading successful federal government captures covering full and open solicitations, GSA schedules/GWACs. Minimum 5 years of experience required.
Extensive research and analysis experience with different techniques to solve complex challenges
Demonstrated proposal management/writing and review experience
Demonstrated ability to continually develop, collect and organize business intelligence within fluid environments
Demonstrated experience coordinating / driving competitive analyses, Black Hats, Price-to-Compete, Price-to-Win, and basis of estimate efforts.
Existing relationships with industry and government stakeholders and ability to maintain/ expand relevant relationship base
Demonstrated ability to apply excellent listening, interpersonal, written, and oral communication skills
Ability to work autonomously and effectively prioritize and execute tasks while under pressure
Strong customer service orientation
Demonstrated ability to use Microsoft Suite daily to execute business responsibilities
Experience with pipeline development and management tools such as Salesforce, GovWin, FPDS, Sam.gov
Preferred Qualifications:
1. Recent contractual, civilian government, or military experience working within the Intelligence Community or relevant Combat Support Agencies including DIA, NGA, DISA, NSA or other
2. Technical expertise in system engineering, cybersecurity, data analytics/science, or software development
3. Experience with mid-tier or large federal contracting businesses pursuing full and open opportunities
Level of Organizational Responsibility:
• This is a senior position within a small team. Leads and is responsible for critical projects.
Supervisory Responsibility:
• None currently, may change in future
Supervisor: Reports to Capture/Proposal Director
• Works independently following general plans, policies and purposes of the practice. Results of work are considered technically authoritative and accepted without significant change. Assignments reviewed for the alignment of project/program objectives.
Level of Supervision Required:
The supervisor sets the overall objectives and resources available. The employee plans and carries out the assignment resolves most conflicts, coordinates work with others and interprets policy on own initiative. The employee keeps the supervisor informed of progress, potentially controversial matters, or far-reaching implications.
Travel Requirements:
• ~5% travel will be required inside and outside the Washington National Capital Region (NCR).
Work Environment:
• This job operates in a professional office environment and remotely. This role routinely uses standard office equipment such as computers and phones.
• While performing the duties of this job, the employee is regularly required to communicate within a team environment.
• Ability to type, sitting or standing, to complete work functions for hours at a time; ability to move between sitting, standing and walking on a frequent basis.
