Overview

The Operations Analyst Directorate Support provides comprehensive support across program execution, policy review, staffing actions, and coordination of security cooperation activities to meet Foreign Military Sales (FMS) requirements..

Responsibilities

Perform task to assist with Foreign Military Sales (FMS) requirements in the following ways:
  • · Program Implementation: Reviewing, staffing, and coordinating approved programs in line with policies and procedures.
  • · Policy and Procedure Review: Interpreting and recommending changes to policies governing security cooperation programs.
  • · Joint Actions: Reviewing and staffing actions related to Security Assistance and other issues.
  • · Army Staff Positions: Developing and recommending Army positions on security cooperation matters.
  • · Congressional Notifications: Reviewing and staffing 36(b) notifications, Price and Availability data, and sensitive FMS cases.
  • · Co-production Agreements: Reviewing and staffing Memoranda of Understanding (MOU) and amendments.
  • · Cost Recoupment: Reviewing and staffing non-recurring cost recoupment charges.
  • · Waiver Requests: Reviewing and staffing Operational Test and Evaluation (OT&E) waiver requests.
  • · Meeting Preparation: Preparing trip books, information papers, and briefings for senior-level meetings.
  • · GAO/DoD Reports: Reviewing reports and inquiries, preparing responses, and coordinating corrective actions.
  • · Foreign Disclosure: Reviewing and staffing actions related to foreign disclosure and technology transfer for FMS.
  • · Emergent FMS Requirements: Staffing requests to divert Army inventory for emergent FMS needs.
  • · Equipment Leases: Assisting with staffing equipment leases and associated cases.
  • · Presidential Drawdown: Coordinating planning and execution of directives.
  • · Excess Defense Articles: Coordinating allocation actions.
  • · Training Proposals: Reviewing and staffing proposals for Army training facilities outside standard programs.


Qualifications

Required:

  • · Bachelor's Degree with 3 years experience.
  • · Requires working knowledge in the foreign military sales process.
  • · Requires Secret
