The Space and Intelligence (S&I) Division provides engineering services and analytic support to the Air Force, Space Force, Combatant Commands, the Intelligence Community, and NASA. Our work includes systems engineering and integration, test planning and execution, cost estimating and analysis, developing approaches and concepts to meet emerging, high priority National Defense needs, and assessing and developing cutting-edge computer-based solutions, advanced technologies and progressive capabilities to meet those needs.
The S&I Division comprises the Intelligence Programs Group (IPG), the Space Systems Group (SSG), and the Strategic Technology Analysis Group (STAG), which collectively provide outstanding support to help their customers achieve our nation's most critical objectives and goals designed to protect the safety and livelihoods of all U.S. Citizens, military forces at home and abroad.
S&I Division's SSG has a near-term need for highly qualified Subject Matter Expert (SME) Contract Specialists to support our U.S. Space Force, Space Systems Command Space Domain Awareness and Combat Power (SDA&CP) and Battle Management Command, Control and Communications (BMC3) Support Services contract (Hemisphere) in the Huntsville, AL area.
Responsibilities
SME-Level Contract Specialists assist Program Office leadership performing requirements engineering, solutions engineering, scheduling, reliability, resiliency, services development, integration, test and evaluation, maintainability, and analysis. Will work with program and project managers to support the design, development, and instantiation of space systems and advanced system capabilities. Successful candidates we seek for this important opportunity will help enable advanced capabilities and proactive protective understanding of how space-based assets and programs operate, interact, and serve our highest priority national defense.

Key duties associated with this position include but are not limited to the following:
- Design, develop, and lead all aspects of any contract action required by the program office, including but not limited to procurements, negotiations, close-outs, Sources Sought Notifications (SSNs), Requests for Information (RFIs), Source Selections, solicitations, change proposals, funding modifications, and award or incentive fee management.
- Prepare, negotiate, accept, and manage government contracts.
- Review contractual documents to ensure adherence to company policy, government specifications and requirements, and conformance to master agreements.
- Advise program management of contractual rights and obligations and provide interpretation of terms and conditions.
- Coordinate and fully executing Non-Disclosure Agreements (NDAs).
- Resolving and adjudicate source selection protests and disputes.
Qualifications
Required:
- Active TS/SCI clearance
- Master's degree in a federal contracting-related discipline, such as an M.B.A. (administration) or federal procurement, purchasing, or acquisition with the following equivalencies:
- Bachelor's degree in a related discipline and at least 4 years of relevant experience
- At least 15 years of relevant federal contracting experience as a PCO, contracting officer, legal specialist, or similar positions
- Highly advanced expertise in Federal, DoD, Air Force, and SSC contracting processes and procedures
- Prior Procurement Contracting Officer (PCO) or Buyer or Contracting Office (CO) experience
- Extensive past or present experience with SSC or mission partner space control or space situational awareness mission area programs
- Advanced knowledge in Foreign Military Sales (FMS)
- Advanced knowledge in ITAR/EAR policies, practices, processes and procedures
- Reports to designated work location in Huntsville, AL, up to full time, based on the needs of the customer
Desired;
- Active or prior SAP access
- Active USSF/SSC/SZ or BC SAP access
- Current Counterintelligence (CI) polygraph or willingness to sit for one
- In-depth knowledge in Federal Acquisition Regulations (FAR), the Defense FAR Supplement (DFARSUP), and applicable U.S. Air Force and U.S. Space Force contracting and procurement regulations
- Certifications in relevant fields, such as Federal Acquisition Certification in Contracting (FAC-C) or Certified Federal Contracting Manager
