Program Manager - Position Description

ICI Services is seeking a highly experienced and motivated Program Manager (PM) to lead a critical defense services contract in support of a U.S. Navy shipbuilding acquisition program. The Program Manager will serve as the central point of responsibility for the successful execution of the contract, acting as the primary interface with the Navy customer. This role requires a highly experienced and professional manager with extensive expertise in program management, engineering support, and government contracting, specifically within the U.S. Navy Shipbuilding Sector. This individual will be directly accountable for managing the program's cost, schedule, and technical performance. The ideal candidate will possess a deep understanding of the DoD acquisition lifecycle, a strong background in managing complex technical programs, and the leadership skills to guide a cross-functional team in a dynamic environment. Primary location is at ICI offices near Washington Navy Yard with travel to Bath, ME, Pascagoula, MS and San Diego, CA.

Key Responsibilities

  • Program Planning & Execution: You will lead the development and maintenance of the program's Integrated Master Schedule (IMS) and be directly responsible for the program's financial performance (P&L). This includes developing and managing budgets, implementing and reporting via an Earned Value Management (EVM) system, and ensuring all contractual obligations and deliverables, such as the Contract Data Requirements List (CDRL) items, are completed on time and meet all quality standards.
  • Customer & Stakeholder Management: In this role, you will serve as the primary Point of Contact (POC) for the government program office, within Naval Sea Systems Command (NAVSEA) Program Executive Office (PEO). A key function of your role will be to build and maintain a strong, collaborative relationship with the Navy customer, as well as coordinate effectively with all stakeholders, including the primary shipyard, major equipment vendors, subcontractors, and internal corporate leadership.
  • Team Leadership & Development: You will provide decisive leadership for a cross-functional Integrated Product Team (IPT) that includes engineering, finance, contracts, logistics, and quality assurance personnel. Your responsibilities include allocating resources effectively, mentoring team members, fostering a culture of accountability and high performance, and ensuring the team works cohesively to achieve all program objectives.
  • Risk & Opportunity Management: You will be responsible for the continuous identification, analysis, and mitigation of program risks that could impact cost, schedule, or technical performance. This requires developing and executing robust risk mitigation plans. Concurrently, you will be expected to identify and pursue opportunities to enhance program performance, increase efficiency, and support the capture of follow-on business or expanded scope.


Required Qualifications

  • Bachelor's degree in Engineering, Business Administration, or a related technical field from an accredited university.
  • A minimum of 20 years of progressive experience in program or project management within the U.S. defense industry, preferably USN shipbuilding programs.
  • At least 10 years of direct experience managing Department of Defense (DoD) acquisition programs, with a strong preference for Navy programs.
  • Demonstrated experience with full P&L responsibility for contracts valued at over $30 million.
  • Active or ability to obtain a U.S. Government Security Clearance at the Secret level or higher.
  • Project Management Professional (PMP) or DAWIA Level III certification in Program Management certification.
  • Proven track record of leading program teams and delivering results in a government contracting environment.
  • Experience communicating with SES/Flag level personnel.


Preferred Qualifications

  • Master's degree (MBA or M.S. in a relevant technical field).
  • Direct experience with naval platform systems integration, combat systems, or C4I systems.
  • Certified Information Systems Security Professional (CISSP) or related certifications are desirable
  • Prior experience working directly with U.S. shipyards and on-site at a naval facility.
  • Extensive knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) and DoD/DoN acquisition procedures and Policies including DoD 5000 process.
  • Military service or DoD Civilian service experience is preferred.
