Celestar Corporation is seeking a Mid-level Sentinel Development Team Support/Web Master (Computer Scientist) to support The U.S. Army Intelligence and Security Command (INSCOM) under the Army Counterintelligence Command (ACIC) Analytical Support Contract. Responsibilities:

• The Sentinel Development Team Support Web Master (Computer Scientist) shall employ mathematics, statics, information science, artificial intelligence, machine learning, network science, probability modeling, data mining, data engineering, data warehousing, data compression, data protection, and / or other scientific techniques to correlate complex, technical findings into graphical, written, visual and verbal narrative products on trends of existing intelligence data to leverage other IC data sources.

• Develops and utilizes machine learning and data mining algorithms, including, but not limited to, Multiple Information Model Synthesis Architecture (MIMOSA) prediction algorithms based on open-source capabilities.

• Integrates or codes algorithms to support Government intelligence search and discovery missions.

• Makes best-practice recommendations on managing data within hardware, software, storage, and bandwidth constraints.

• Employs data science techniques to support predictive analysis, social media and crowd-source data analytics, wargaming, and strategy development.

• Employs exploratory analysis and rapid iteration techniques of large volumes of data to quickly derive intelligence.

• Prepares products to describe and document findings and activities.

Required qualifications/skills:

• A minimum of 8 years of experience within this field, within the past 2 years, and a bachelor's degree.

• Must possess Active Security-Plus credentialing and certification.

• Minimum 4 years of experience developing web applications which incorporate HTML, JavaScript, and jQuery.

• Must be proficient in HTML, CSS, & JavaScript/Query, Visual Basic, Visual Studio, SQL Server Management Studio, C# programming, and ASP.NET 4+ Web Forms.

• Proficient at Team Foundation Server (TFS), Working knowledge of IIS and Web application deployments.

• Experience with integrating KeyLines (or similar JavaScript web-based link analysis software development kits), Qualified at Information Assurance Technical Workforce Requirement Level II as defined in DoD 8570.01-M, Table C3.T1.

• Demonstrates comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for the labor category.

• Demonstrates ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced.

• Structures analytic questions based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.

• Demonstrates ability to work independently with minimal oversight and direction.

• Demonstrates ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution.

• Demonstrates ability to develop concise, insightful, and comprehensive products for defense intelligence.

• Demonstrates ability to guide teams in researching multifaceted or critical problems.
