A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. -Evaluating programmatic and administrative issues to determine impact and provide advisory and analytical services.
-Facilitating and mediate complex program issues where differing objectives, agendas and priorities from involved groups exist.
-Utilizing policy, procedures and practices related to multiple fields within contract management.

- Serves as principal civilian technical advisor to the Lead CMO Commander/Director on matters relating to the Program Management cross functions.
- Advises on policies, procedures and technical aspects of surveillance programs assigned to insure effective CMO mission accomplishment across entire commodity enterprise.
- Reviews existing agreements and/or prepares new agreements such as Memorandum of Agreements (MOA), Memorandum of Understanding (MOU), Letters of Delegation (LOD), Letter of Commitment (LOC) and other supporting documents and delegations as necessary.
- Contract receipt and review (CRR) and collecting functional specialist input.
- Provides expertise for the evaluation of contractor(s) compliance with program management and contractual requirements.
- Serve as the focal point for all CMOs within their respective commodity, share product specific knowledge, information across the enterprise, and facilitate responses to overreaching issues.
- Undertakes or provides guidance for studies/special reviews and audits and provides analysis with recommendations.
- Advocates the development of customer outcomes, the measurement of performance to those outcomes, and resourcing/budgeting planning, programming, and execution to those outcomes.
