Position Summary

The Business Analyst is a key member of the Software Engineering team in support of the Headquarters, U.S. Central Command J6 mission. The Business Analyst is integral in communicating with customers, eliciting their requirements, present the requirements to technical team, and documenting in a manner which is understandable by both customers and developers.
Essential Duties and Responsibilities

• Support Agile ceremonies including daily stand-ups, sprint planning, sprint reviews, and retrospectives. Track and manage tasks and progress using Kanban boards in tools such as Azure DevOps or JIRA.

• Collaborate with stakeholders to elicit, document, and validate functional and non-functional requirements through interviews, workflow analysis, and business process documentation.

• Create, refine, and maintain user stories and acceptance criteria. Participate in product backlog grooming sessions to ensure stories are well-defined and ready for sprint development.

• Act as a liaison between business stakeholders and technical teams, translating business needs into clear, actionable requirements. Effectively communicate technical information to non-technical stakeholders.

• Produce clear and comprehensive documentation including business requirement documents (BRDs), user guides, process flows, and wireframes to support development and training efforts.

• Utilize Azure DevOps (ADO), JIRA, SharePoint, and Microsoft Office tools to manage work items, documentation, and version control in compliance with project standards.

• Assist in the development and execution of test plans, test cases, and test scenarios. Support defect tracking and reporting to ensure quality standards are met.

• Disseminate application knowledge and process understanding across teams to support development, QA, and operational readiness. Provide user support as needed.

• Support solutions involving Power Platform, Power Apps, SharePoint, and web-based applications. Understand integration with databases and backend systems.

• Adhere to U.S. Department of Defense security requirements, regulations, and protocols. Ensure application development and documentation align with applicable DoD standards.

• Operate effectively in a fast-paced environment with shifting priorities. Proactively address challenges with critical thinking and a solution-oriented approach.
Minimum Qualifications (Knowledge, Skills, and Abilities)
  • Understanding of Software Development Life Cycle (SDLC) and software methodologies like Waterfall, Agile, and SCRUM.
  • Support SCRUM meeting, sprint planning and sprint retrospective. Track requirements statuses throughout using the Kanban boards.
  • Ability to effectively communicate (verbal and written) with stakeholders to define application requirements.
  • Elicit requirements using interviews, document analysis, business process descriptions, and workflow analysis.
  • Excellent at documenting user stories, acceptance criteria and perform product backlog grooming.
  • Design wireframes, business process workflows, user guide, and business requirement documentation.
  • Experience with Azure DevOps (ADO) or JIRA like tool and able to follow the SCRUM methodology.
  • Supporting quality assurance creating test plan, test cases, and test scenarios and documenting test results.
  • Communicate complex ideas in a clear, concise manner across functional and technical teams. Disseminate the knowledge to the application development team.
  • Understanding of web and power apps with database or SharePoint as backend.
  • Familiarity with ADO version control tool, SharePoint, ITSM, Microsoft Office tools, and the Power Platform.
  • The ability to thrive in a fast paced, demanding environment where each day provides a new set of challenges under short time constraints involving complex network configuration and requirements.
  • Understanding of U.S. Department of Defense security requirements, regulations, policies, and procedures.

Requirements

Education and Certification Requirements

• Bachelor's degree in Business, Information Systems, Software Engineering, Technical Communications, or a related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience.

• 3+ years of experience as a requirements analyst, business analyst, software project manager

• Prefer SCRUM Master certification

Clearance Level: Secret with eligibility for TS/SCI
