As a Senior Technical Project Manager with MTSI, you will provide Advisory and Assistance Services (A&AS) to AFRL for technology development projects. You will provide project management, acquisition support, and technical oversight of customer development efforts and assist the AFRL team with the creation and coordination of cost, schedule, and contracts documentation for multiple technology development efforts. You will sit in the AFRL customer facility and be an integral part of a combined government/contractor team developing and demonstrating cutting-edge capabilities for the Department of the Air Force.

Responsibilities:
Your essential job functions will include but may not be limited to:
• Provide project management, acquisition support, and technical oversight of customer development efforts.
• Perform project manager duties to ensure efficient execution of assigned efforts.
• Work closely with program managers, lead project engineers, contracts, finance, and program teams.
• Maintain awareness of day-to-day issues and plan/prepare for significant project events.
• Assist in the preparation ad release of Broad Area Announcements (BAAs) and contract documents.
• Coordinate project direction, including technical development and financial execution.
• Provide technical support to the entire project team and provide status updates to the Government leadership team.
• Assist with identifying and mitigating risks to technology development projects.
• Create and coordinate DD 254s with the program staff and industry.
• Review contract deliverables, integrated schedules, technical status reports, and cost performance reports and provide assessments to the Government team.
• Advise engineers on developments in industry, university, foundation research.
• Participate in working groups and team planning offsites.
• Up to 10% travel in support of program reviews and technical interface exchange meetings.
Qualifications Required:
• Minimum of 20 years of Program/Project Management or Project Engineer experience.
• Experience working Department of Defense (DoD) acquisition projects.
• Experience working DoD acquisition programs to include DoD contracting and program management strategies, generation of Justification and Authority (J&A) documents, Acquisition Strategy Plan, CDRLs, as well as assisting with creation of Statement of Objectives and Statement of Work for research and development (R&D) activities.
• Functional experience managing R&D contracts involving financial management to include funding obligation and expenditure planning and tracking; coordinating and planning for significant project events and milestones such as Preliminary Design Reviews, Critical Design Reviews, and test events; and tracking and evaluating contract deliverables.
• Experience maintaining classified data from multiple sources to include assisting in the generation of DD 254s.
• Additional qualifications for this position include:
o Exceptional verbal and written communication skills
o Strong attention to detail and analytic acumen
o Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Project)
o Ability to work independently and/or as a member of a team
o Good interpersonal skills in an environment with top tier coworkers
Education:
• Minimum bachelor's degree in any of the following: business, economics, program management, math, or engineering.
• Prefer DAWIA Program Manager Level 3, Science and Technology Management (STM) Level 3, or Project Management Professional (PMP) certification.
Even better if you have these desired skills:
• Experience providing technical and support to DoD technology development efforts.
• Experience using Microsoft Excel and Microsoft Project for financial and schedule analysis of technology projects.
Clearance Requirements:
• Must possess an active DoD Top Secret Clearance with SCI eligibility.
