Modern Technology Solutions Inc. (MTSI) is seeking a Journeyman level Security Controls Assessor Representative (SCAR) to join our team in the Colorado Springs area in support of Department of the Air Force (DAF) and U.S Space Force (USSF) programs. The candidate will be responsible for assessing and ensuring compliance with applicable security regulations for various classified Information Systems (IS)s. This position requires an active Top Secret clearance with SCI eligibility . A successful candidate must be a self-starter who possesses initiative, excellent communication skills, to collaborate effectively with cross-functional teams, and a proven problem solver.

Compensation
The pay range for this position in Colorado is $110,000/year to $130,000/year; however, base pay offered may vary depending on established government contract rates, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. This information is provided per the Colorado Equal Pay Act. Your essential job functions will include but may not be limited to:
- Evaluating if organizations are addressing cybersecurity during all phases of the System Development Life Cycle and are conducting continuous monitoring and reporting requirements.
- Performing oversight of the implementation of system security program policy with special emphasis placed upon integration of existing Special Access Program (SAP) and Secure Compartmentalized Information (SCI) network infrastructures.
- Performing assessments of ISs services based upon the Risk Management Framework (RMF) methodology in accordance with the Joint Special Access Program (SAP) Implementation Guide (JSIG).
- Assisting in reviewing and analyzing Assessment & Authorization (A&A) packages for completeness, accuracy, and documenting the effectiveness of controls, plans, and procedures implementation.
- Evaluating Authorization packages and assisting in making recommendations to and discussing justification with the Subordinated, Delegated and/or Authorizing Official (SAO, DAO, and/or AO).
- Ensuring corrective actions were taken for identified findings and vulnerabilities from previous assessments.
- Documenting and preparing Security Assessment Reports (SAR)s for the authorization boundary.
- Assessing proposed changes to authorization boundaries, the operating environment, and mission needs to determine the continuation to operate.
- Assisting the government in compliance inspections and representing the customer on inspection teams.
- Reviewing and assessing procedures for clearing, sanitizing, and destroying various hardware and media types.
- Ensuring organizations are addressing cybersecurity principles used to manage risks related to the use, processing, storage, and transmission of information or data.
- Preparing and delivering briefings on program and/or assessment status to government officials.
Qualifications
Required Experience:
- Familiarity with Security Controls Assessor (SCA)/SCAR roles
- Has directly participated in a systems assessment in the role of Information Systems Security Manager (ISSM), Information Systems Security Officer (ISSO), or Information Systems Security Engineer (ISSE)
- Experience with SAP and SCI ISs
- Familiarity with reviewing and authoring A&A documentation and system authorization artifacts for SAP and SCI systems
- Knowledge of federal security requirements and mandates (e.g., RMF, Federal Information Processing Standards (FIPS), National Standards of Information Technology (NIST) and JSIG)
- Excellent oral and written communication skills
- Ability to work well independently or as a team member
Education /Certification Requirements:
- Bachelors degree in computer science, software engineering, data science, software development or STEM related specialty
- DoD 8140.3 Certified
Security Clearance Level Required:
• Top Secret, SCI eligible (Must be a U.S. Citizen)
- SAP eligibility (Counterintelligence Polygraph may be required)
Location/Travel Requirements:
- Place of work is in Colorado Springs, CO area, remote work opportunity is limited
- May require travel up to 40% of time within the continental United States and may involve overseas travel
