MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Air National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion).

GENERAL EXPERIENCE : Must possess experiences gained through civilian and/or military technical training schools within the human resources business programs; validated understanding of the basic principles and concepts of the occupational series and grade that includes skill in collecting and analyzing data effectively, efficiently and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and skill in applying procedures and directives by reading and interpreting program material.
GS-13 SPECIALIZED EXPERIENCE : Must possess at least one year of experience at the GS 12 grade level or equivalent that provided experience applying a wide range of advanced human resources principles, concepts and practices: knowledge of personnel and manpower core competencies such as Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement. In addition to a high degree of analytical ability, must possess the ability to implement and manage applicable directives, regulations, policies, merit principles and practices related to federal civilian, or military personnel programs; and plan for and execute human resources personnel programs and information systems. The specialized experience must also include experience training and guiding employees on human resources military or civilian programs and assigning applicable tasks; managing and supervising work functions and discipline requirements; conducting employee performance valuations; mentoring employees; managing resources and budgets; and directing assigned work; effectively and efficiently plan and schedule work that meets or exceeds work requirements and expectations; training and mentoring employees on the correct procedures and required competencies to address and resolve employee performance and/or behavior issues; and knowledge of merit principles, equal employment, and affirmative action guidelines.

- Serves as a full assistant to the Human Resources Officer.
- Assists the Human Resources Officer with advising TAG/CG, staff elements, and operating official on matters pertaining to manpower and HR management.
- Directs the planning, operations, and administration of determining and documenting training needs, evaluating training courses, assigning priority to training plans and evaluating training accomplishments.
- Directs the planning, operations, and administration of the S/T/DC Special Provision Disability and OPM disability retirement requirements.
- Applies Equal Opportunity (EO)/EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination.
- Ensures data is compliant with legislation, OPM, DoD, DA, DAF, NGB, regulations, and publications.
- Directs and oversees the AGR Control Grade usage and reporting tools.
- Directs the initiation and administration of disciplinary and non-disciplinary adverse actions. Reviews requests for recognition from labor organizations and recommends appropriate course of action.
- Directs the planning, operations and administration of the position classification and position management program, S/T/DC manpower policies and directs their implementation with OPM, DoD, DA, DAF, and NGB policies and authorizations.
- Directs the planning, operations, and administration of the S/T/DC merit promotion plan to include procedures for recruitment, placement, evaluation, and pay determinations.
- Conducts internal audit of personnel actions processed to ensure compliance with regulatory and legal requirements.
- Responsible for the management of federal funds relating to the Full-Time Workforce personnel to include travel, salaries, training, and incentives costs.
- Directs, coordinates, and oversees work through subordinate supervisors.
- Approves expenses comparable to within-grade increases, extensive overtime, and employee travel.
- Reviews developmental needs of employees and makes decisions on non-routine, costly or controversial training needs and/or requests for unit employees.
- Approves leave and ensures adequate coverage in organization through peak workloads and traditional holiday vacation time.
- Plans, directs, coordinates, and expedites special projects and actions appropriate for each program.
- Determines and applies analytical tools to conducts in-depth analysis to identify, quantify, and evaluate the mutual effects and interrelationships between program goals and financial resources and policies.
- Performs other duties as assigned.

- Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
- The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
- Selectee will be required to wear the military uniform.
- Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
- Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
- This is an Excepted Service position that requires membership in the Missouri National Guard prior to the effective date of placement.
