In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes develop command policy and guidance on CBRNN/EM programs for internal and external customers regarding the Air Force and command CBRN/EM and RTF programs, including areas of contingency planning, organizing, training, and equipage. Works with subordinate installations to baseline and assess CBRN capabilities to support nuclear incident response and take effective steps to resolve shortfalls. Provides program advocacy briefings, reports, and periodic updates to AP and Command-level working groups and senior leaders. Provides RTF program oversight during training and actual responses. Develops functional checklists, annexes, and provides input, as required to HQ AFGSC/IG to shape wing inspections and operational exercises. Validates SAV findings. Coordinates with HQ AFGSC staff, other major commands and subordinate units to satisfy exercising manpower, equipment, material, and funding requirements.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment Planning, Programming, Budgeting and Execution exercise, acquisition, and similar activities.
2. Knowledge of DoD and AF CBRN and EM doctrine, principles and policies. Knowledge of program analysis functions including planning, programming, budgeting, procurement, logistics, and resource management
3. Ability to work well within a more complex group dynamic and lead assigned working groups
4. Skill in developing, synthesizing, and conducting comprehensive studies, and preparing solutions to resolve substantive problems.
5. Ability to plan, organize, communicate, advocate, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
6. Ability to communicate complex issues effectively both orally and in writing; negotiate and work through complex issues: and maintain positive and professional working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- Serves as command headquarters subject matter expert (SME) and program analyst for the Emergency Management (EM) and the chemical, biological, radiological and nuclear (CBRN) programs, primarily but not exclusively those tied to nuclear Response Task Force activities, resolving problems/issues which impact the Command and five subordinate installations.
- Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements
- Conducts annual staff assistance visits (SAVs) to subordinate installations to support Inspector General (JG) compliance, operational inspections and preparedness for inter-agency cooperative responses.
- Prepares and delivers a variety of oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff functions and activities to secure cooperation, resolve controversial matters, and make recommendations to senior• managers and decisions makers.
