Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, .
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in experience interpreting and applying Federal human resources recruitment, placement and affirmative employment concepts, principles, and regulations; advising management on recruitment strategies to aid in strategic recruitment planning; management advisory and execution of Recruitment and Placement along with other HR areas such as Employee Management Relations (EMR), Affirmative Employment, HR Data Analytics, Resources Management, Classification, Labor Relations, and other Special Programs to support Air Force Materiel Command (AFMC), HQ AFTC, Civilian Personnel Offices (CPO), and Wing Senior Leadership.
Ideal Candidate: Possess HR expertise in one or more functional disciplines such as Employee Management Relations (EMR), Recruitment & Placement, HR Metrics/Data Analytics, Resource Management, Classification, Labor Relations or other Special Programs. Provides civilian personnel programs execution and management advisory as well as oversight to include, but not limited to, EMR, recruitment, placement and retention, compensation management, performance management, HR data analytics, workforce planning and shaping, separation management (turnover and attrition rates). Analyzes and researches HR data, provide technical and regulatory guidance to recommend course of action(s). Troubleshoots problems and leads the efforts of thorough analysis and establishes workforce planning strategies and initiatives to enhance employment opportunities. Develops recruitment and retention recommendations for a dynamic workforce.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and the ability to apply laws, executive orders, regulations, policies and concepts pertaining to the full spectrum of civilian personnel.
2. Knowledge of the Federal personnel management functions for a large, multi-mission or otherwise diverse and complex organization or installation.
3. Ability to design workforce planning strategies to meet organizational needs.
4. Ability to communicate effectively both orally and in writing to work out solutions to problems, answer questions/requests, and exchange ideas with managers, supervisors, and employees.
5. Ability to gather facts and us effective analytical and evaluative methods to accurately access information and make sound decisions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

- Serves as senior Center human resources specialist
