Company Overview
Bear River Associates is seeking a highly skilled Product Technical Manager (PTM) to lead the technical delivery, compliance, project management, and client success for our Integrated Tracking System (ITS) and Digital Mail Modernization (DMM) solution.
This on-site, full-time role requires a motivated leader with expertise in IT systems, strong client relationship-building skills, the ability to manage complex projects in a secure Government environment, and a strong background in application management and system administration. A significant portion of this role will focus on the management, security, and optimization of SQL database systems, as well as the overall health and performance of the ITS/DMM application. This position includes paid time off and full benefits.

Key Responsibilities:
* Serve as the on-site lead for all ITS/DMM technical operations and project delivery, with a particular emphasis on SQL database-related tasks and the overall application lifecycle.
* Lead project management activities: scheduling, task tracking, and risk mitigation, specifically for SQL database development and maintenance projects and application upgrades and enhancements.
* Provide hands-on IT systems support including upgrades, troubleshooting, integration, and configuration, with a strong emphasis on SQL database-related issues and application-specific system administration tasks.
* Manage Defense Security Officer (DSO) responsibilities for Bear River in coordination with DoD stakeholders.
* Maintain proactive client communication, end user training, resolve issues, and foster strong long-term relationships.
* Ensure full compliance with cybersecurity requirements, including NIST SP 800-171, DFARS, and DISA STIGs. This includes ensuring the security of all SQL database systems and data as well as the security configuration of the ITS/DMM application.
* Document system configurations, changes, and standard operating procedures (SOPs). This includes documenting all SQL database configurations, security settings, and maintenance procedures as well as application-specific configuration settings and troubleshooting steps.
* Support government audits, system authority to operate (ATO) maintenance, and lifecycle planning. This includes providing SQL database expertise and documentation to support the ATO process and ensuring the ITS/DMM application meets all security and compliance requirements.
* Design, develop, and maintain SQL databases to support the ITS/DMM solution, ensuring data integrity, performance, and security.
* Develop and maintain stored procedures, triggers, and functions to automate data processing and enhance database functionality.
* Monitor SQL database performance and identify areas for optimization.
* Implement and maintain database security measures, including user access controls, data encryption, and auditing.
* Troubleshoot and resolve SQL database-related issues in a timely manner.
* Manage the configuration and maintenance of the ITS/DMM application, including user access control, system settings, and integration with other systems.
* Perform system administration tasks related to the ITS/DMM application, such as monitoring system performance, troubleshooting issues, and applying security patches.
* Coordinate with vendors and internal teams to ensure the stability and security of the ITS/DMM application.
* Participate in the planning and execution of application upgrades and enhancements.

Required Qualifications:
* Bachelor's degree in IT, Computer Science, Cybersecurity, or a related discipline.
* IAT Level III certification (e.g., CISSP, CASP+) per DoD 8570 guidelines.
* At least 5 years of experience in IT engineering, administration, or secure program support, with a strong focus on SQL database management and security and application management.
* Ideal candidates are currently certified as a DSO or FSO representatives.
* Minimum 3 years of hands-on experience with SQL Server (or specify preferred database system: MySQL, PostgreSQL, etc.) in a production environment.
* Proficiency in writing complex SQL queries, stored procedures, triggers, and functions for data extraction, transformation, and loading (ETL) processes.
* Experience in designing, implementing, and maintaining relational databases, including schema design, normalization, and indexing.
* Solid understanding of database security principles and best practices, including user authentication, authorization, and data encryption.
* Excellent project management, organizational, and documentation skills.
* Demonstrated ability to manage client-facing responsibilities and coordinate across teams.
* U.S. Citizenship and current Secret Clearance are required.
* Experience with database performance tuning and optimization.
* Familiarity with database backup and recovery procedures.
* Experience with application management principles and practices, including configuration management, security hardening, and performance monitoring.
* Strong understanding of system administration concepts, including operating systems, networking, and security.
* Familiarity with scripting languages (e.g., PowerShell, Python) for automating system administration tasks.
