The SOSA Program Manager leads the design, development, and implementation of modular, interoperable, and scalable sensor systems based on the Sensor Open Systems Architecture (SOSA) standards to support Department of Defense (DoD) operations. This role involves driving the integration of SOSA principles into complex sensor systems and platforms, ensuring compliance with DoD acquisition standards, and enhancing mission-critical capabilities. The SOSA Program Manager collaborates with cross-functional teams, including engineers, contractors, and DoD leadership, to develop open architecture-based solutions that promote system longevity, adaptability, and interoperability.

Candidates must possess an active Top Secret clearance with eligibility for Sensitive Compartmented Information (SCI) due to the classified nature of the platforms and technologies involved.

Key Responsibilities
Leadership in SOSA Architecture Development
  • Define and oversee the development and implementation of SOSA-aligned open architecture frameworks for DoD sensor systems.
  • Collaborate with cross-functional teams to design hardware and software components that adhere to SOSA technical standards and interfaces.
  • Ensure sensor systems are modular, scalable, and interoperable across multiple platforms while maintaining compatibility with legacy technologies.
Systems Design and Integration
  • Lead the integration of SOSA-compliant systems into military platforms, including aircraft, ground vehicles, and unmanned systems.
  • Conduct trade studies to evaluate optimal solutions aligned with SOSA specifications.
  • Manage the lifecycle of SOSA-based sensor systems, from requirements analysis through design, testing, and deployment, while meeting DoD mission objectives.
Compliance with DoD Standards
  • Ensure all sensor systems adhere to SOSA standards, DoD acquisition guidelines, cybersecurity protocols (e.g., RMF, STIGs), and MIL-STDs.
  • Collaborate with system architects and engineers to ensure security and functionality requirements are met without compromising SOSA principles.
Cross-Functional Team Coordination
  • Interface and collaborate with program managers, engineers, contractors, and government stakeholders to align SOSA implementation with program priorities and deadlines.
  • Partner with acquisition teams to ensure alignment between SOSA-based solutions and contract requirements.
  • Coordinate technical reviews, testing, and demonstrations to evaluate system performance against operational needs.
Technology Advancement and Innovation
  • Provide technical expertise on current and emerging SOSA standards, ensuring DoD systems leverage cutting-edge technologies.
  • Advocate for integration of Artificial Intelligence (AI) and machine learning capabilities into open sensor architectures.
  • Research, identify, and recommend new technologies and approaches to optimize SOSA-aligned systems performance.
Risk Management and Quality Assurance
  • Conduct risk assessments to identify and mitigate issues related to SOSA system interoperability, scalability, or cybersecurity vulnerabilities.
  • Establish quality assurance processes to ensure SOSA-compliant systems meet user requirements and technical specifications.
  • Develop contingency plans to address potential integration challenges or failures.
Reporting and Training
  • Prepare and deliver technical briefings, progress reports, and performance analysis updates to senior leadership and DoD stakeholders.
  • Develop training materials and programs for personnel to understand and fully implement SOSA-compliant systems.
  • Assist with knowledge transfer and mentoring of junior engineers or technical staff in SOSA principles and applications.
Key Competencies
  • Strong knowledge of SOSA technical standards and their application in DoD sensor systems development and integration.
  • Expertise in systems engineering principles, sensor design, and open architecture methodologies.
  • Deep understanding of DoD acquisition processes, MIL-STDs, cybersecurity compliance, and RMF/STIGs.
  • High-level analytical and decision-making skills to address technical challenges and maximize system performance.
  • Excellent communication and presentation skills for interfacing with technical teams, government stakeholders, and senior leadership.
  • Ability to work under pressure, manage competing priorities, and deliver high-quality solutions within rigid timelines.


Basic Qualifications
  • Security Clearance : Active Top Secret clearance with eligibility for Sensitive Compartmented Information (SCI).
  • Education : Bachelor's Degree in Systems Engineering, Software Engineering, Electrical Engineering, or related field. Advanced degrees are preferred but equivalent military or professional experience may be considered.
  • Experience :
  • Minimum of 8 years in systems architecture, DoD program management, or sensor systems development.
  • Demonstrated expertise in implementing SOSA or similar open system standards within defense platforms.
  • Certifications :
  • Certifications such as Certified Systems Engineering Professional (CSEP), INCOSE, or DAWIA Program Management certifications are preferred.
  • Familiarity with software tools (e.g., MagicDraw, MATLAB, Cameo Systems Modeler) and SOSA reference architecture is a plus.
