Duties

  • You will serve as the Training Officer with oversight of all training to include providing guidance, recommendations and input to remain compliant with statutory training requirements and to oversee long-term and developmental training programs.
  • You will oversee compliance with and tracking of mandated and required training.
  • You will collaborate across NRL Directorates and Divisions to establish and maintain an overall command training program for tracking and reporting mandatory and required training.
  • You will execute, evaluate, coordinate, and oversee a Command-wide training and career development program for scientists, engineers, and support personnel.
  • You will liaise with OCHR Civilian Workforce Development Division, DoD, and other government agencies to communicate/distribute and coordinate information pertaining to Command supported programs.
  • You will work with managers to develop tailored training solutions that address their unit's unique deficits, ensuring that NRL has an available, capable and constantly developing workforce that will help it to remain at the forefront of innovation.
  • You will positively influence NRL policies and organizational culture, especially as they relate to training and development.
  • You will manage and lead the Individual Development Plan process by ensuring that it meets the administrative and developmental requirements of managers and the workforce.

  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.

Qualifications

NO-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-5/8 grade level or NO-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following: 1) Gathering, researching, and analyzing data, defining issues, drawing conclusions, and devising solutions to complex human resources problems; 2) Assisting in the application and implementation of new human resource management processes; 3) Establishing and maintaining effective relationships with managers, supervisors, and employees; and 4) Communicating effectively, both orally and in writing, to provide human resources guidance to management.

NO-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11/12 grade level or NO-3 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following: 1) Advising management of Human Resources Development initiatives ensuring compliance with established laws, regulations, and policies relating to training, education, and employee/professional development; 2) Gathering, researching, and analyzing training program regulations and reporting requirements to plan and evaluate programs; 3) Planning and evaluating training programs, courses, and materials utilizing demonstrated knowledge of training program regulations and reporting requirements; 4) Fostering working relationships with internal and external personnel to coordinate and improve process related to human resources development initiatives; and 5) Preparing and delivering briefings to management executives on human resources development initiatives in support of an organization's mission to attract, support, and retain competent personnel.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

NO-03: You have earned a Ph.D.
or
equivalent doctoral degree;
or
You have completed 3 full years of progressively higher level graduate education leading to such a degree (Ph.D.);
or
You have earned an LL.M., if related;
or
A combination of experience and graduate education as described above that equates to one year of experience.
