Duties

  • You will serve as a first level supervisor over an organizational unit or segment which include nonsupervisory Ship Progressman (General).
  • You will be responsible for planning, assigning and directing work, training subordinates, initiating personnel request, enforcing disciplinary regulations, and ensuring good housekeeping practices on ship repair operations.
  • You will plan the use of subordinate workers equipment, facilities, and materials on a week-to-week or month-to-month basis; establishes deadlines, priorities, and work sequences; and plan work assignments.
  • You will determine the number and types of workers needed to accomplish specific projects; determine how many assignments can be accomplished concurrently, which ones may be delayed; considering skills, personnel, materials, and equipment available.
  • You will assign work to subordinate employees, provide indirect oversight of trade workers (military personnel) and technical direction and/or assistance in accomplishing the work for direct and indirect employees.
  • You will set performance standards, counsels employees on performance, and formally appraise employees' performance in accordance with (IAW) established guidelines.
  • You will be responsible for accomplishing regular worksite inspections of their Area of Responsibility to ensure that all cleanliness and safety standards are enforced through their subordinates.
  • You will coordinate work with supporting or related work functions controlled by other supervisors.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

  • You may be required to attain and maintain qualifications for nuclear and radiological work.

Qualifications

Although a specific length of time and experience is not required for most trade and labor occupations, you must show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on quality of experience, not necessarily the length of time.

The Screen-out Element for this position is: ABILITY TO LEAD OR SUPERVISE the maintenance, repair, overhaul and modification of ships/submarines in one or more of the following trades: (1) Welding or Structural group, or (2) Machinist or Mechanical group, or (3) Sail Team, or (4) Shipwright or Vessel Construction, or (5) Gas Free.

Incumbent makes regular and frequent visits to industrial work areas such as shops, piers, dry docks, and onboard ships and submarines. Work requires intermittent heavy exertion, kneeling, crouching, stooping, climbing, cramped work positions, visual acuity, close eye-hand coordination, depth perception, color vision and analysis by ear.

Work is performed indoors and outdoors. Occasionally works aboard ships/submarines. While working
aboard ships/submarines, during short intervals, may be exposed to high temperature, poor ventilation
and lighting conditions, involving smoke, fumes and dust.

The incumbent may be assigned to work areas where certain potentially harmful physical and chemical
agents are present. These agents may include, but are not limited to: fumes, dust, noise, heat, ionizing
and non-ionizing radiation, chemicals, etc. To ensure employee safety and health, the PHNSY&IMF
maintains personnel protection programs consistent with applicable laws and regulations. These
programs may include engineering controls, training, work procedures, use of personnel protective
equipment and medical surveillance. As part of the medical surveillance programs, the incumbent may
be required to take medical examinations to assess his/her medical qualification for duty involving work
with these agents.
