Major Duties
This position serves as the SL technical expert, advisor, and consultant to OTD's executive management concerning all facets of the FBI's Electronic Surveillance Computer Network Operations (CNO) Program, including Computer Network Exploitation (CNE) and Vehicle Network Exploitation (VNE), and provides technical advice and direction on the development of CNO strategies, projects, policies, and programs in support of lawfully authorized CNO electronic surveillance activities. The position requires high-level analysis of unique, complex issues within the CNO framework to develop innovative and original solutions, and advise executives on critical development and implementation issues, ensuring that all reasonable solutions are pursued, and technical readiness is maintained.
The SL will participate in substantial liaison efforts within the Intelligence Community (IC) to coordinate to the maximum extent possible development and deployment opportunities as well as the sharing or acquisition of tools between the FBI/OTD and relevant IC members.
The SL will identify, define, analyze, and research potential Techniques, Tactics, and Procedures (TTPs) for on-net operations. The SL will investigate or research other TTPs to evaluate concepts, implementation methods, diversification schemes, and/or encryption advances that could impact lawful electronic surveillance collections.
The SL will serve as an FBI expert/technical consultant and liaison for lawful electronic surveillance operations methodologies, liabilities, and governance. The SL will prepare and present highly technical briefings to executives on complex/controversial CNO topics.
The SL will mentor, teach, and advise other technical leaders and personnel in the development of innovative CNO tools, techniques, and methodologies while contributing to the growth of the FBI institutional knowledge through documenting and teaching. In addition, this SL will be expected to identify CNO trends, techniques, and methods that may potentially impact operations to assess risk and preemptively develop solutions.
Successful candidates will possess five years of experience in the field of network access and analysis principles, methods, and CNO techniques; international and national telecommunications systems or networks and analysis of metadata and/or artifacts; and researching industry technology trends to develop and implement methodologies and strategies that maximize the success of CNOs. Also required is knowledge in software development, signature diversity, software reverse engineering, and encryption methodologies.
A technical degree with extensive experience in CNO, CNE, and/or VNE capabilities; testing, evaluation, and validation of those capabilities; and the integration of those capabilities into collection platforms are preferred.
