Job Summary
We are seeking a Policy Subject Matter Expert to join our team supporting DISA J-3/5/7 Directorate . You will play a key part in ATG's support of operational planning support, strategic initiative coordination and program assessments (OAB) for the directorate.
Key Responsibilities
- Provide expert strategic and technical communication to the Senior Leaders within the J-3/5/7 Directorate.
- Provide principal expertise to identify , coordinate, review, and assess impact of emerging policies, directives, guidelines, DoD initiatives, governance processes, and technologies as they pertain to operations, contingency and crisis action planning. This includes support to the joint information environment, cyberspace operations command and control, IT service management concepts, practices, and applications with an emphasis on service operations.
- Be familiar with commercial industry and government developed cyber security technologies that enable a layered defensive strategy across large enterprise networked environments.
- Work with Senior Leadership to plan, develop, and implement the Directorate's highest priorities and future concepts.
- Develop information papers and assessment reports for decision authorities to make program/policy improvements.
- Provide weekly status updates of assigned products to include Engagement Reports, Executive Summaries, After Action Reports, Meeting Minutes, Strategic Coordination Plans, Strategic Communication documents, Standard Operating Procedures (SOP)s, General Administration (GENADMIN)s, Tactics, Techniques, and Procedures (TTP) checklists, strategic calendar updates, talking points, and CONOPS.
- Advise Senior Leaders across the J-3/5/7 on matters pertaining to the directorate's strategy, talking points and the most effective methods of communicating information to specific audiences. This includes researching issues and monitoring the communications environment (media, senior official's speeches/quotes/etc.) for DISA equities and provide senior leader awareness and support to government lead on the progress of organization strategy and coordinate with assessment division for implementing assessment plan.
- Identify and describe a set of related activities that are linked to those strategic goals as identified in the agency strategic plan influenced/impacted by the Directorate. This includes synchronizing these activities with agency key objectives and ensure the sum total of the steady states and initiatives result in successful accomplishment of the agency key objectives in sustainment as well as during contingency and crisis action planning .
- Develop policy, technical papers, white papers, and Concept of Operations (CONOPS). Participate in cyber panels, meetings, and working groups as a subject matter expert and advisor as it pertains to directorate's engagements. Coordinate with all applicable staff elements, subordinate headquarters, Service Cyber Components, Combatant Command (CCMD), components, and agencies with cyber related missions. Provide support for security cooperation activities coordinated through Combatant Commands.
- Advise the directorate on the integration and synchronization of the Directorate's mission across all echelons and warfighting domains.
- Develop concepts, strategies, and plans to enhance operational effectiveness of Command and Control within the full spectrum of Cyberspace/Communications Operations. This includes providing analysis and recommendations of new processes to complex, difficult, and time sensitive issues and problems.
- Advise Senior Leadership on the establishment and orchestration of knowledge management in order to enable decisions and operations, to include: information management, comprehensive battle rhythm management, and technology enhancements. This includes participation in collaboration and discussions on the high side.
- Supports architecture to include the software , hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces.
- Identifies , assesses, and presents options for meeting the functional and technical requirements including hardware and software updates or upgrades.
- Evaluates analytically and systematically problems of work flows , organization and planning and develops appropriate corrective action.
- Support program deliverables, and reporting to both ATG leadership and Government personnel regarding contract outcomes and status.
Required:
- Security Clearance Level : Must hold an active Secret Clearance .
- Bachelor's Degree in Management Information Systems , Information Technology, Computer Engineering or a closely related field.
- Have at least 8 years experience working as a systems analyst, leading projects within a team structure, with a thorough and complete understanding of how information systems interact within an organization.
- Thorough knowledge of programming languages, project management, and application or systems development methodologies are crucial.
- Contributes to deliverables and performance metrics where applicable.
- Master's Degree preferred
- Previous Experience in supporting teams with multiple skillsets.
- Work to be performed out of Fort Meade, Maryland .
- Must be able to sit for long periods of time in office-setting
