To qualify for a Government Flight Representative, your resume and supporting documentation must support:
A. Certificates and Rankings: Candidates must be a current or previously rated U.S. Military officer or previously rated Government civilian
AND
B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

Help
- Enforces and regulates contractor compliance with Agency, DoD and contractor regulations associated with contractors' conduct of operations on military aircraft.
- Provides communication between procuring service, outside agencies, and higher headquarters.
- Executes regulatory surveillance of aircraft activities, exercising authority over major contracts with very extensive and complex operations.
- Approves training programs for contractors' ground and aircrews when they comply with regulatory guidance.
- Assists, reviews, develops and approves training text and evaluation material.
- Ensures aircraft are maintained and operated by contractors in accordance with contractual requirements and that the aircraft conforms to the contractual requirements when delivered to the government.
- Evaluates critical decisions about the safety and effectiveness of each contractor flight and ground operations at contractor manufacturing, modification, and overhaul facilities under DCMA contract administration.
- Conducts continuous Risk Assessment for contractors Flight and Ground Operations Programs.
- Recommends policies and procedures to resolve unique problems that are not adequately addressed under present regulations.

- Executing Aircraft Operations as a former U.S. DoD Rated Aviator in compliance with including Federal Aviation Administration, Federal Acquisition, DoD, and Service regulations, military maintenance procedures and programs, and Aerospace Standards involving Quality, Foreign Object Damage (FOD) and Tool Control.)
- Implementing DoD Acquisition practices, policies, procedures, and related administrative activities such as contract administration, quality assurance, engineering, production surveillance, aviation safety, and maintenance.
- Administering Aircraft Operations, such as reviewing and approving flights, managing flight training and evaluation programs, writing and implementing policies and procedures to meet higher level requirements.
- Executing audits, surveillance, and/or evaluations to ensure compliance with applicable rules and regulations and providing risk-based assessments.

- Medical and DoD Dependents Schools special education services may not be available in the immediate location of this position.
- If an employee brings a child to an OCONUS location and that child is entitled to attend a DoD school on a space-required basis, the DoDEA and the Military Dept responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services. If an employee brings an infant or toddler (up to 3yrs of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis, then the Military Dept responsible for Early Intervention Services will provide the infant or toddler with the required EIS. - Medical care may be provided by host nation providers. The availability and level of care at host nation medical facilities will vary by location. Movement OCONUS may require you to initiate a change in your health benefits plan to ensure coverage. If an employee brings a family member to an OCONUS location who requires medical or dental care, then the employee will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
