Duties

  • You will research and interpret laws and regulations to ensure transactions are processed in accordance with regulations and funds are subjected to proper management and controls.
  • You will assist in review, research, and analysis of financial accounting transactions and reports, verifying recording of funds, obligations, disbursements, collections, and reporting for programs in accordance with FMC, DoD and FMR standards.
  • You will identify weaknesses and problems and develop recommendations for revisions or modifications to existing systems to improve effectiveness, efficiency, and economy.

Qualifications

For the GS-13:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Participation in working groups to establish or improve procedures. 2) Reconciling data elements in the Enterprise Resource Planning (ERP) Program or other official accounting systems. 3)Provides leadership and advice on interpretation of governing policy within the unit's accounting and financial program areas. 4)Researches and interprets laws and regulations to ensure transactions are processed in accordance with regulations and funds are subjected to proper management and controls. 5)Reviews and approves reconciliations of U.S Standard General Ledger (USSGL) accounts including budgetary and proprietary accounts.

For the GS-12:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Process accounting corrections and adjustments in ERP or other official Accounting Systems and assist commands with all accounting issues. 2) Process transactions, update tables, and analyze problems in ERP and/or other official Accounting Systems. 3) Performs analysis on general ledger accounts data reflecting interrelations of accounting issues and ensure abnormal balances are corrected 4) Assist in the review, research, and analysis of financial accounting transactions and reports, verifying recording of funds, obligations, disbursements, collections, and reporting for programs. 5) Research unmatched transactions and work with activities on processing corrections to resolve and identify root cause to eliminate reoccurrence.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

Degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. (The 24 hours may include up to 6 hours of credit in business law). A transcript must be submitted with your application if qualifying using education.

A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college level education, and training that provided professional accounting knowledge. My background also includes one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality; or, 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or; 3) completion of the requirements for a degree that included substantial course work in accounting or auditing.
