Duties
Help
  • You will serve as the Injury Compensation, Civilian Employee Assistance Program (CEAP), and Work Life Program Manager for the Naval Sea Systems Command (NAVSEA), comprised of more than 26,000 civilian employees.
  • You will serve as the principal workers' compensation advisor to the Commander, NAVSEA, as well as all levels of NAVSEA supervisors and managers throughout all NAVSEA organizations.
  • You will participate fully with the Director, Civilian Human Resources in the development and execution of a multi-million dollar NAVSEA-wide Injury Compensation, CEAP and Work Life Program.
  • You will research and analyze regulatory guidance, policies, and return-to-work issues to develop Command policy and procedures of the programs and assure the success of the programs for both the employee and manager perspectives.
  • You will analyze regulations, procedures, and guides developed by the DoN, Office of Personnel Management, and Office of Workers' Compensation Program (OWCP) to determine the best methods and techniques to be utilized in meeting program requirements.
  • You will review and analyze statistical reporting data for continuation of pay and compensation costs.
  • You will develop, analyze, evaluate, and report statistical program data to senior management.
  • You will provide periodic Federal Employees Compensation Act (FECA) briefings and program analysis findings to the Executive Director on the status and health of the Injury Compensation Program.
  • You will present facts concerning conditions of coverage, continuation of payments, medical benefits and care, long-term disability claims, agency management of compensation claims, trends, etc.
  • You will provide input on the potential for injury, injury trends, etc., for particular work areas, coordinating with NAVSEA safety managers as appropriate.
  • You will provide key program information relating to the Injury Compensation Program, Injury Compensation Program Auditors (ICPAs), and Command leadership.
  • You will provide guidance and assistance, including statistical analysis, on difficult or complex FECA claims and reporting mandates.
  • You will maintain records, including automated data, regarding costs of compensation, medical expenses, and continuation of pay (COP) for use in monitoring program and reporting purposes.
  • You will coordinate investigations of employee injuries to establish a record of factors and verifies the validity of questionable claims.
  • You will prepare CEAP and Work Life policies, plans, programs, and guidance for the Command.
  • You will keep abreast of emerging trends and changes in CEAP and Work Life concepts and philosophies, evolving changes in procedures and case law, their implementation and subsequent utilization.
  • You will lead analysis and assessment of CEAP and work life program trends using qualitative and quantitative program indicators.
  • You will reviews and analyzes statistical reporting data pertinent to telework and provides recurring reports to the Executive Director.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing advisory services on human resources functions (e.g., injury compensation, federal employees compensation act, civilian employee assistance program, or work life programs) for an organization to ensure compliance with federal laws or regulations.
