PROGRAM SUMMARY:

The Diplomatic Platform Support Services (DiPSS) works in support of the Department of State to provide medical support services. The primary scope of this program is to execute medical support services at the United States Embassy and adjacent facilities in the Middle East.

POSITION SUMMARY:

The Public Health Technician oversees public health programs, including statistical analysis, health care planning, surveillance systems, and public health improvement. The Public Health Technician is responsible for conducting facility inspections and providing educational outreach to vendors in accordance with the Public Health Department's statement of work.

RESPONSIBILITIES:
  • Must have experience in food inspection, including a working knowledge of the U.S. FDA Food Code.
  • Must be proficient in inspecting water systems and familiar with U.S. EPA primary and secondary drinking water standards.
  • Experience working in a laboratory environment with food and water is preferred.
  • Responsible for inspecting various facilities on this mission, including cafeterias, snack bars, Meals Ready-to-Eat (MRE) facilities, concessions, retail stores, ablution units, chemical latrines, Reverse Osmosis Water Purification Units (ROWPU), food and bottled water deliveries, bottled water storage, barber/beauty services, Morale, Welfare, and Recreation (MWR) facilities, and gyms.
  • Evaluates food extension requests from vendors, granting or denying extensions based on organoleptic testing, regulatory guidelines, or manufacturer recommendations.
  • Monitors gastrointestinal illness and communicable disease incidents, working to identify the causes of these illnesses.
  • Comfortable collaborating with various stakeholders, including Department of State Contracting Officer Representatives, State Department management, and Department of Defense personnel during inspections.
  • Experience working with facility owners and operators.
  • Previous experience in a regulatory role is required.
  • Must possess experience and patience in educating and mentoring a diverse staff, including individuals for whom English is not the primary language.
  • Potential to mentor and provide informal task guidance to less experienced team members.
  • Additional duties may include assisting with UDS collection, supporting clinical operations during MASCAL or Walking Blood Bank events, and temporarily covering tasks for the Public Health Manager during their absence.
  • Impacts the quality of both personal and team work, adhering to established guidelines and policies.
  • Must be flexible and willing to work at assigned locations based on mission needs.
  • No formal supervisory responsibilities, but reports directly to the Public Health Manager and works independently after completing training.
  • Solves problems in straightforward situations; analyses possible solutions using technical experience and judgment and precedents.
  • Impacts quality of own work and the work of others on the team; works within guidelines and policies.
  • Explains complex information to others in straightforward situations.
  • No formal supervisory responsibility; works under team lead direction but may receive assignment to work independently.


BASIC QUALIFICATIONS:
  • Bachelor's degree or the equivalent combination of education and experience.
  • Typically requires 2 to 4 years of relevant experience within the program.
  • Must be medically fit and willing to travel CONUS and OCONUS
  • Must be able to lift 50lbs
  • Must be a U.S. Citizen with a current U. S. Driver's License.
  • Must possess passport book (not passport card) with at least 13 months of remaining validity AND 6 blank visa/stamp pages remaining
  • Must be able to read, write, speak, and understand English fluently
  • Candidates must also meet CENTCOM MOD (Fit for Duty) theater requirements.
  • Must currently possess or be able to obtain prior to being hired as is required for this position a U.S. Government (USG) issued Secret security clearance and/or a favorable USG Moderate Risk Public Trust (MRPT). Must maintain eligibility at the required clearance or certification level for the duration of the task order.
