Pay Range

$193,020 - $293,760 Annually

$193,020 - $244,752 Annually for the TSL.4 level

$231,660 - $293,760 Annually for the TSL.5 level

This is the lowest to highest salary in good faith we would pay for this role at the time of this posting. Pay will not be below any applicable local minimum wage. Job Description

We have an opening for a Nuclear Facility Manager. You will be responsible for managing the activities and staff essential to maintain LLNL nuclear facilities in a safe and compliant configuration, while focusing on maintaining a high degree of availability to support programmatic operations. This position is in the Superblock (SBK), within the Strategic Deterrence (SD) Directorate.

This position requires full-time on-site presence due to the nature of the work.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role you will
  • Provide advanced technical leadership, direction, and guidance in managing the Laboratory's nuclear facilities safely and cost effectively while supporting the SBK and SD programmatic objectives.
  • Oversee the day-to-day management of complex facility operations, including the implementation of conduct of operations, Environmental, Safety and Health (ES&H) requirements, safety bases requirements, training requirements, internal and external assessment programs, As Low As Reasonably Achievable (ALARA) program, and other safety management programs.
  • Verify proposed activities and changes are reviewed in accordance with the applicable Unreviewed Safety Question (USQ) or change control process.
  • Establish and maintain control of maintenance and outage schedules for facilities while balancing engineering priorities, personnel resources, and facility availability in support of programmatic work.
  • Oversee the work control process, de-conflict work, and perform the daily release of programmatic and facility activities.
  • Assist with the submission and subsequent implementation of the annual Documented Safety Analysis (DSA) revisions to the Department of Energy (DOE).
  • Assist in managing the notification and reporting process associated with incidents and occurrences that have ES&H significance.
  • Oversee the development and implementation of a facility-specific training program for personnel with work assignments in the facility. Approve certified positions.
  • Supervise and provide direction to group members.
  • Perform other duties as assigned.

Additional job responsibilities, at the TSL.5 level
  • Oversee the submission and subsequent implementation of the annual DSA revisions to the Department of Energy (DOE), ensuring all reviews and verifications have been conducted including applicability to current operations and activities.
  • Manage the notification and reporting process associated with incidents and occurrences that have ES&H significance, including conducting investigations, assigning corrective actions, and advising Laboratory senior management.
  • Interface with external auditing groups such as Livermore Field Office, DNFSB, NNSA and EA auditors.


Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor of Science degree in Engineering, a scientific discipline or related field, or the equivalent combination of education and related experience.
  • Advanced technical experience (must meet DOE order 426.2 nuclear facility experience requirements) with nuclear facility operations, engineering, and/or maintenance, and the management of a nuclear facility authorization basis.
  • Advanced experience with the application, development, implementation, monitoring, and strategic resolution of the DSA process.
  • Advanced knowledge of the technical aspects of the work control process as it applies to de-conflicting and prioritizing work activities.
  • Leadership, technical, organizational, team building and interpersonal skills necessary to manage a multi-disciplinary facility.
  • Experience with supervision, administration, and resource management necessary to manage a professional/technical-level team.
  • Advanced communication skills both verbal and written, facilitation, and collaboration skills necessary to effectively present complex technical briefings, explain, and provide technical advice to senior management, external sponsors, regulators, reviewers, and stakeholders (e.g. DOE/NNSA).

Additional qualifications at the TSL.5 level
  • Highly advanced technical leadership, direction, and expert guidance in managing high hazard or nuclear facilities.
  • Significant technical experience with high hazard or nuclear facility operations, engineering, maintenance, and the management of a nuclear facility authorization basis.
  • Expert level experience with the application, development, implementation, monitoring, and strategic resolution of the Documented Safety Analysis process or similar rigorous regulatory standards.
  • Subject matter expert knowledge of the technical aspects of the work control process.
  • Expert communication skills both verbal and written.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
