The Strategic Division (SD) supports high-reliability organizations including Navy Strategic Systems Programs (SSP), Air Force Nuclear Weapons Center, and the Department of Energy (DOE), among others. Our support across our client base is expanding rapidly and encompasses important services, such as data analytics and visualization, threat analysis, risk management, modeling and simulation, cost estimating, earned value management, program management, system engineering, independent evaluation, and High Consequence Event prevention.
Strategic Systems Analysis Group (SSAG) provides timely and objective assessments and recommendations that integrate technical, operational, programmatic, policy and business analysis to multiple organizations within the Department of Defense (DoD). We work to provide our key clients in the undersea community, including Navy's Strategic Systems Programs (SSP), with integrated solutions based on information and communications throughout the chain of command. This ensures that clear and consistent analysis and recommendations are aligned with strategic and leadership goals while still being executable by the working level technical communities.
SPA has an immediate need for an experienced and highly motivated senior Scrum Master to lead and support Agile teams in delivering high-quality software and products supporting DoD programs. As a Scrum Master, you will be responsible for facilitating Agile practices in secure, highly regulated environments, removing impediments, and driving continuous improvement within one or more Scrum teams.

Qualifications
Required Qualifications:
- U.S. Citizenship with active Top Secret clearance or ability to obtain one.
- Bachelor's degree in Information Systems, Business, or related field.
- Scrum Master certification and 15+ years of experience as a Scrum Master supporting software development in defense, aerospace, or government programs.
- Program Management and Test and Evaluation, Level 2 certfication from DAU.
- Experience as a Project Manager for Defense Acquisition and working with systems engineering and analytic teams.
Desired Qualifications:
- Program Management Professional certification and experience leading high-performing teams.
- Test and Evaluation professional with experience planning, executing, and assessing developmental and operation exercises/tests and developing technical operational test plans and test reports.
- Experience working in the DoD realm of Countering Weapons of Mass Destruction (CWMD).
- Experience running Agile programs in an Atlassian environment.
Responsibilities
The successful candidate will support Navy SSP as a leader who can work directly with developers, product owners, and government stakeholders to support Agile delivery in alignment with Defense Acquisition Framework and client program objectives.
Tasks include, but are not limited to:
- Facilitate Agile/Scrum ceremonies including sprint planning, stand-ups, and reviews for one or more focused development teams.
- Serve as a liaison between government stakeholders and Agile teams to ensure alignment on priorities and deliverables.
- Author work instructions and develop workflows and training material to ensure standardized processes across groups.
- Guide teams in Agile best practices for the defense acquisition lifecycle.
- Identify, track, and remove impediments, risks, and dependencies that may hinder delivery.
- Ensure teams adhere to DoD compliance standards, including cybersecurity, documentation, and quality assurance.
- Assist in cross-team coordination and integration for large-scale defense systems development.
- Provide Agile coaching and education across technical and non-technical stakeholders.
