ARServices is seeking a Budget Analyst to work in the Stafford, VA area.

The Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND) manages our Nation's investments in chemical, biological, radiological, and nuclear (CBRN) defense equipment and medical countermeasures. The Budget Analyst will support JPEO-CBRND's offices with total business financial management for projects for chemical, biological, radiological and nuclear protection and hazard mitigation capabilities.

A qualified candidate's duties and responsibilities include, but are not limited to:
  • Assisting in the design of reporting processes to enhance the analysis and correction of budget related issues and with administering the annual budget, which includes receiving, processing, and reviewing coding on financial requisitions, interacting with Cost Centers, and tracking and monitoring approved amendments to operating and program budgets.
  • Using and operating the automated financial systems and providing reports on request.
  • Assisting the Government Lead in the design of reporting processes to enhance the analysis and correction of budget related issues.
  • Using automated financial systems (e.g., Comprehensive Cost and Requirement System [CCaRS], General Fund Enterprise Business System [GFEBS], Joint Integrated CBRND Analytic Platform [JICAP], Procurement and Research, Development, Test, and Evaluation [P&R] Budget Forms, Defense Travel System [DTS], Excel, etc.) to generate purchase requests and allocate funding to appropriate performers.
  • Assisting with reviews, updates, and maintaining the financial data necessary to track current and prior year acquisition program funding portfolios and monthly Obligation & Outlay (O&O) spend plans for all programs of record within the appropriate financial system.
  • Tracking actual performance in JPEO-CBRND databases (i.e., CCARS, ODS, Procurement Integrated Enterprise Environment [PIEE] applications, GFEBS, Excel, JICAP) and other electronic end of the month budget execution reports to plan and update information.
  • Assisting in the annual cost planning process and year-end reconciliation of operating expenditures.
  • Working with department staff to coordinate various ongoing and annual special projects, including but not limited to internal and external audits.
  • Attending meetings or discussions either in person, via telecon, or using Microsoft Teams if on-site gatherings and/or travel are restricted.
  • Operating within DTS, GFEBS, and CCaRS systems independently.

Security Clearance Requirement:

Active/current Secret clearance is required.

Required Qualifications:
  • A minimum of eight (8) years of experience performing a full range of budget functions and applying an expert knowledge of financial management and program principles (i.e., policies, procedures, concepts, standards, terminology, and business operation systems) to execute assignments and projects in a DoD financial resource management office.
  • Knowledge of the DOD Instruction (DODI) 5000.1 acquisition Planning, Programming, Budget and Execution (PPBE) processes and execution of funding, including appropriations associated with an acquisition program (i.e., RDT&E; Procurement [PROC] and Operations and Maintenance [O&M]).
  • Proficiency in Microsoft Office software (e.g., spreadsheets, word processing, graphics, database management, communication packages, etc.), to include recent work in a DOD-relevant ERP financial system, such as GFEBS.
  • Ability to communicate effectively, orally and in writing, in a clear and concise manner.
  • Strong organizational, interpersonal, analytical problem solving, leadership, and presentation skills.
  • Ability to handle multiple, high priority projects with a keen attention-to detail and meet deadlines with minimal supervision.
