ARServices is seeking a Program Analyst to work in the Edgewood, MD area.

The Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND) manages our Nation's investments in chemical, biological, radiological, and nuclear (CBRN) defense equipment and medical countermeasures. Within JPEO-CBRND, the Joint Project Lead Chemical, Biological, Radiological and Nuclear (JPL CBRN) Integration (INT) manages the total lifecycle of enterprise information technology systems and provides enterprise-wide CBRN threat warning and reporting, hazard prediction, and decision support capabilities for the collection, analysis, and dissemination of CBRN defense information. The Program Analyst will support JPL CBRN INT with expert project management support, to include supporting daily operations of individual offices and programs within JPL CBRN INT.

A qualified candidate's duties and responsibilities include, but are not limited to:
  • Maintaining a technical understanding of the JPEO-CBRND portfolio and work with JPEO-CBRND headquarters and program offices to develop artifacts that track portfolio performance.
  • Supporting JPEO-CBRND in activities to coordinate, develop, review, analyze, assess, staff, and monitor policy and guidance conformance.
  • Coordinating, preparing briefing material, and supporting the JPEO-CBRND Configuration Control Board Integration (CCBI).
  • Initiating, coordinating, and supporting multi-functional teams with stakeholders from multiple organizations internal and external to JPEO-CBRND as required.
  • Performing data collection, decomposing requirements, developing materials, and supporting portfolio analysis for new start programs and incoming requirements.
  • Maintaining awareness of project status, execution, and milestones, per acquisition guidance and policy, as well as their strategic impacts, to communicate effectively and accurately.
  • Obtaining and maintaining all information regarding the projects and events they are responsible for managing and providing updates on issues, upcoming meetings, briefings, and taskers related to assigned projects, both orally and in written form using the Microsoft Office Tool suite.
  • Providing evaluation, analysis, and assessment of both internal and external reports, pre-briefs, briefs, doctrine, and policy, to include those of other agencies that are applicable, and providing expert analyses of the documents, including relevance and impact.
  • Vetting issues and rapidly responding with comprehensive, accurate, and complete information to senior leadership to inform timely actions and decisions and limit impacts on cost, schedule, and performance.
  • Assisting in preparation for meetings, conferences, and program reviews, to include developing briefing materials, facility reservation, speaker scheduling, and attendee notification.
  • Preparing meeting minutes, white papers, briefings, and summaries as needed to inform leadership.
  • Providing technical and analytical support and coordinating and integrating concepts, assessments, requirements, and capabilities.
  • Supporting both modern processes, tool adoption, and culture change necessary for Digital Transformation.

Security Clearance Requirement:

Active/current Secret clearance is required.

Required Qualifications:
  • A minimum of five (5) years of experience with operational and project management, as well as customer/client relations.
  • A minimum of two (2) years of experience in project management, DoD acquisition, or another related subject of comparable complexity and responsibility.
  • A minimum of two (2) years of comprehensive knowledge of the Microsoft Office suite of software, with specific experience in effective use of Outlook, PowerPoint, Excel, Project and Word.
