Description
Provides technical knowledge and analysis of highly specialized applications and operational environments, high-level functional systems analysis, design, integration, documentation and implementation advice on exceptionally complex problems that need extensive knowledge of the subject matter for effective implementation. Participates as needed in all phases of software development with emphasis on the planning, analysis, testing, integration, documentation, and presentation phases

Duties and Responsibilities:
- Prepares business planning documents, draft project proposals, draft project cost estimations and project plans
- Identifies impact of resource and requirement changes to critical areas including cost/budget during all acquisition phases
- Recommends resourcing options to the Government
- Recommends program-specific project management policies, procedures and requirements that include project feasibility analyses, cost benefit analyses, scheduling, costing, resource planning, communication planning, procurement, risk management and quality management
- Prepares, adjusts, and completes Program Office Estimates POEs, Life Cycle Cost Estimates LCCEs, Independent Government Cost Estimates IGCEs and other cost estimation products
- Develops and maintains key program budget and cost products
- Prepares, coordinates, obtains approval, and submits business/financial documentation for funds certification and approval
- Identifies, recommends, and develops risk and cost mitigation strategies
- Updates, reconciles, and maintains budget, cost-related spreadsheets and reports
- Reviews, monitors, and track costs for estimating purposes
- Provides financial reporting support and draft funding requests
- Reviews operations, processes, data and information baselines for the functional activity to define, evaluate, and implement incremental improvements
- Prepares, coordinates, obtains approval, and submits exit criteria documentation resulting from the conduct of technical reviews
- Prepares, revises, and updates required program lifecycle products and documents
Requirements
Minimum Requirements:
- Five (5) years relevant experience
- IT-II security clearance or current National Agency Check with Local Agency Check and Credit Check NACLC at time of proposal submission
- DoD Approved 8570/8140 Baseline Certification: Category IAT Level II such as Sec+, equivalent or higher
