COMMAND POST SPECIALIST

Duties

The primary purpose of this position is: as an Air Reserve Technician (ART), to serve as command post controller and carry out all functions associated with command post operations for airlift/rescue/fighter/special operations unit. The organizational location of this position is the command post.

• Command and Control Operations (C2OP) and mission monitoring. Analyzes and evaluates unit requirements and functions in support of the unit commander and staff as it relates to command and control under contingency and peacetime operations.
• Emergency Actions. Receives, analyzes, deciphers and takes actions on time critical HHQ alert orders and messages as it relates to air base defense, sabotage, acts of war, posturing of forces and natural disasters, etc.
• Operational and Readiness Reporting. Receives, analyzes and disseminates C2 message traffic to appropriate wing agencies. Collects information, analyzes and determines reporting requirements using multiple HHQ instructions and guidance.
• Facilities, Communications Systems, Equipment and Material. Assists with the management and control of facilities, equipment, and supplies.
• Administration and Resource Management. Assists with maintaining publications and forms library.
• Training and Certification. Assists in implementing proficiency training and certification programs for command post controllers.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE REQUIRED: Applicants must have at least 52 weeks of specialized experience at the lower grade, GS-07 level or equivalent. Examples of specialized experience include knowledge of and skill in applying an extensive body of command post regulations, methods, and procedures, to perform a wide variety of command post assignments and to handle a wide range of situations, make arrangements, provide advice, that requires authoritative procedural knowledge of various C2 regulations/procedures; (2) Knowledge of support organizations and interrelationships among those programs; (3) Knowledge of SORTS directives/instructions and ability to correlate and analyze a variety of SORTS and other operational reports data and processes. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

EDUCATION REQUIREMENTS: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge of command and control, operational reporting, mission monitoring, and emergency actions.

Knowledge of security instructions, practices, and procedures.

Knowledge and ability to research, collect, analyze, organize and prepare data for reports and presentations.

Knowledge of federal and civilian disaster response agencies, their capabilities and relationships with the military.

Capability and skill to effectively communicate both orally and in writing.

CONDITIONS OF EMPLOYMENT CONTINUED:

• This is an Air Reserve Technician (ART) enlisted position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. Regular assignments are primarily ART duties; however, may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.
• This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program, AFM 44-198. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
• IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.

This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency.
