Maximus is seeking a seasoned and strategic Technical Program Manager (TPM) to lead a large-scale, mission-critical Federal IT program. This program delivers a highly visible, public-facing service that impacts millions of Americans. The ideal candidate is a proven leader who is adept at navigating the complexities of federal government contracts, possesses deep technical knowledge, and is passionate about building secure, reliable, and user-centric systems. You will be responsible for the end-to-end delivery of the program, from strategic planning and roadmap definition to execution and operational oversight, ensuring alignment with government agency goals and federal compliance mandates

• Program Leadership & Strategy: Drive the overall program strategy, vision, and roadmap in collaboration with federal stakeholders, engineering teams, and executive leadership.
• End-to-End Execution: Manage the entire program lifecycle, including planning, scheduling, risk management, budgeting, resource allocation, and execution for a complex, cross-functional initiative.
• Technical Oversight: Engage in deep technical discussions with architecture and engineering teams on topics such as cloud infrastructure (in a FedRAMP environment), API design, cybersecurity posture, scalability, and system performance.
• Stakeholder Management: Serve as the primary point of contact for government program officers, contracting officer's representatives (CORs), and other agency stakeholders. Provide regular, clear, and accurate status updates, and manage expectations effectively.
• Risk & Dependency Management: Proactively identify, quantify, and mitigate program risks and dependencies. Develop and implement contingency plans to ensure program objectives are met.
• Compliance & Security: Ensure the program strictly adheres to all federal compliance and security requirements, including FISMA, FedRAMP, and NIST standards. Champion accessibility standards, ensuring compliance with Section 508.
• Financial Management: Oversee the program budget, tracking burn rates, forecasting, and providing detailed financial reporting to both internal and external stakeholders. Understands operational metrics and the implementation of such to track program progress.
• Vendor & Subcontractor Oversight: Manage relationships and performance of third-party vendors and subcontractors to ensure they meet their contractual obligations and quality standards.
• Agile & Process Improvement: Lead the program within an Agile/Scrum framework, facilitating sprint planning, stand-ups, and retrospectives. Continuously drive process improvements to increase program efficiency and quality.
Job-Specific Minimum Requirements:
• Due to contract requirements the selected candidate must be a U.S. Citizen. No sponsorhsip or dual citizenship allowed.
• Ability to obtain and maintain a U.S. government security clearance at the Public Trust level.
• Bachelor's degree in Computer Science, Engineering, Information Systems, or a related technical field, or equivalent practical experience.
• 12+ years of dedicated experience in technical program or project management, leading large-scale, cross-functional software development or infrastructure projects.
• 8+ years of experience in the technology industry in roles such as software engineering, systems architecture, or IT operations.
• Experience with the management of a 75+ person project team.
• Demonstrated experience managing the full lifecycle of a technical program, including schedule, budget, and scope.
• Must possess a PMP
Preferred Skills and Qualifications:
• Master's Degree in a technical field or an MBA.
• Program Management Professional (PgMP) certification.
• Certified ScrumMaster (CSM), SAFe certification, or similar Agile credentials.
• Direct experience managing programs for U.S. Federal Government agencies (e.g., HHS, DHS, VA, GSA, DoD).
• Proven experience managing programs within a FedRAMP-authorized cloud environment (e.g., AWS GovCloud, Azure Government).
• Deep understanding of federal IT security and compliance standards, including FISMA, NIST 800-53, and privacy regulations surrounding Personally Identifiable Information (PII).
• Experience managing programs for high-traffic, public-facing web applications or digital services that require high availability (99.99% uptime).
• Strong knowledge of modern software development practices, including CI/CD pipelines, DevOps, and infrastructure-as-code.
