Specialized Experience: One year of specialized experience which includes identifying force structure requirements for manpower resources; an understanding of requirements and authorization systems; and assessing force structure development and execution for improving and organization's effectiveness and efficiency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

- Responsible for developing, analyzing, planning, coordinating, and implementing short/mid/long-range resource management initiatives and programs.
- Work independently or as the leader of a team to facilitate change documents, solve problems, improve processes, and administer management programs.
- Provide guidance to the organization on policies and technical matters on the effective allocation of manpower resources throughout the Command.
- Review mission and force structure of all USARPAC organizations to evaluate the impact of DoD/HQDA directed manpower guidance.
