Project Manager (PM)Job Description
Position Requirement:
* MUST BE A US CITIZEN
* MUST PASS A SECURITY ANALYSIS AND BACKGROUND INVESTIGATION WITH DHS
* MUST HAVE 10 YEARS OF EXPERIENCE WITH PERFORMING THIS ROLE AT THE DEPARTMENT OF HOMELAND SECURITY OR EQUIVALENT FEDERAL GOVERNMENT AGENCY REQUIRED
Locations: Washington, DC or other client/contractor facilities in Maryland or Virginia. Please note that this subject to change based on the requirement of the client program.
Job Type: Full-Time Employee
Salary Range: $170,000 - $190,000 - Dependent upon years of demonstrated experience, education and certifications.
The PM must have a minimum of ten years of demonstrated successful work experience serving as the Project Manager and primary point of contact for the Contracting Officer (CO), designated Contracting Officer's Representative (COR), and the Program's Government leads. The PM shall be responsible for managing all day-to-day operations of the project. The PM will be one of the primary interfaces between the government and the T&H for managing the scope and schedule.
REQUIRED EXPERIENCE:
* Minimum ten years' experience working on Information Technology project implementations (ideally within the Federal Government marketspace). Five of the ten years must be in the official full-time PM role, in an agile construct.
* Minimum ten years' experience managing project, resources, project budgets, and schedules to ensure successful delivery.
* Minimum ten years' experience managing performance in accordance with quality standards and client relationship for the project.
* Minimum ten years' experience The individual shall have full authority to act for the contractor on all contract matters relating to daily operations.
* Minimum ten years' experience managing all day-to-day operations of the project.
* Minimum ten years' experience managing contractor resources ensuring resources are aware of, understand, and abide by DHS and ICE established rules, regulations, and safety practices.
* Minimum ten years' experience Responsible for developing project performance measures, assessments, and the techniques for reporting on the performance of the TO.
The name of the PM and the name(s) of any alternate(s) who shall act for the Contractor in the absence of the PM, shall be provided to the Government as part of the Contractor's proposal. During any absence of the PM, only one alternate shall have full authority to act on behalf of the Contractor PM on all matters relating to work performed under this TO. The PM and all designated alternates shall be able to read, write, speak and understand English. The PM and all designated alternates shall also meet the criteria below:
* Minimum ten years' experience writing SOPs, CONOPS, and other documents.
* Minimum ten years' experience developing project performance measures, assessments, and the techniques for reporting on the performance of the TO.
* Five years of experience leading Federal Financial projects, developing and maintaining detailed program plans, and managing day-to-day project activities.
* Minimum ten years' experience of in-depth knowledge of financial, procurement, and asset management data and systems in DHS ICE.
* Minimum ten years' experience in collaborating with other contractors supporting the DHS JPMO and ICE customer Components as well as the SI contractor, hosting support, and current system support.
* Minimum ten years' experience Federal accounting concepts and standards, Federal procurement concepts (including the Federal Acquisition Regulations (FAR)), Chief Financial Officer (CFO) Act, Government Performance and Results Act (GPRA), Government Management Reform Act (GMRA), Federal Information Security Management Act (FISMA), Treasury Financial Manual (TFM), and relevant Office of Management and Budget (OMB) circulars and bulletins on financial accounting and internal and system controls.
* Minimum ten years' experience Knowledge and expertise of ERP systems, Data Governance, database engineering, enterprise architecture, service management, management advisory services, and administrative/clerical support.
EDUCATION AND CERTIFICATION REQUIREMENTS:
* Successful candidates must possess a Bachelor's Degree or higher.
* Success candidates must possess a Project Management Professional (PMP) certification or equivalent and adhere to the Project Management Body of Knowledge Principles (PMBOK).
